This is  in  response to your  request under the  Local Government Official  Information Act for 
background information used to develop the 2016 Auckland Central Access Plan Programme 
Business Case. 
Please  find attached  the  cost estimate  spreadsheet  from  2016  identifying  how  the  detailed 
costings were calculated for the various options. 
For clarity, the "Do Regardless" cost was $540M, however $200M of cycling improvements on 
city centre approach roads was excluded from options which used surface roads as they would 
be expected to address those cycling issues as part of their composition. Therefore, the total 
costs for each surface option were "the option cost" plus $340M for remaining "Do Regardless" 
cost.  This means: 
•
"Programme  Option 2:  High  Investment in  Buses / Bus Rapid Transit" was  $9,200M
plus $340M equalling $9,540M

"Programme Option 3: Light Rail Transit" was $3,400M plus $340M equalling $3, 7 40M.

with section 27(3) of the  LGOIMA to make a  complaint to the Office of  the  Ombudsman to 
seek an investigation and review in regard to this matter.
