I refer to your request for information dated 26 November 2018, which was received by Greater
Wellington Regional Council (GWRC) on 26 November 2018. You have requested the following
information:
“I am interested in the fare revenue and operating cost of Wellington's pubic transport services
under the new PTOM contracts.
1) Can I please have a copy of the monthly rail fare revenue since the rail service was taken over by
TransDev under PTOM contract ?
2) Can I please have a copy of the rail ticket sales by ticket type and ticket type revenue for each
month since the rail service was taken over by TransDev under PTOM contract ?
3) Can I please have a copy of the monthly rail PTOM contract operating cost paid to TransDev
since the rail service was taken over by TransDev under PTOM contract ?
4) Can I please have a copy of the monthly fare revenue for each bus route or each bus PTOM unit
for each month since the bus services were taken over by various bus operators under PTOM
contracts ?
5) Can I please have a copy of the bus ticket sales by ticket type and ticket type revenue for each bus
route or each bus PTOM unit for each month since the bus services were taken over by various bus
operators under PTOM contracts ?
6) Can I please have a copy of the monthly bus PTOM contract operating cost paid to bus operators
for each PTOM bus unit for each month since bus services were taken over by various bus operators
under PTOM contracts ?

GWRC’s response follows:
1) Can I please have a copy of the monthly rail fare revenue since the rail service was taken over
by TransDev under PTOM contract ?
Attachment 1 – worksheet “PTOM Rail Revenue” contains monthly breakdown of the Metlink rail
fare revenue since July 2016.
Please note that the monthly values are adjusted for accounting and finance purposes and therefore
some values in this worksheet may not match the values provided in the worksheet under question 2.
2) Can I please have a copy of the rail ticket sales by ticket type and ticket type revenue for each
month since the rail service was taken over by TransDev under PTOM contract ?
Attachment 1 – worksheet “PTOM Rail by ticket type” contains monthly breakdown of the number
of rail tickets sold and the fare revenue since the PTOM rail contract started in July 2016.
Please note that revenue values in this worksheet are retrieved from the Operator’s daily sales and
revenue reports. We collate the data contained in daily Operator reports into formats that provide for
accounting purposes. Therefore some revenue values in this worksheet may not match the values in
the worksheet “PTOM Rail Revenue”. The differences are due to the adjustments made to the
monthly accounts as noted at the bottom of the table in this worksheet.
3) Can I please have a copy of the monthly rail PTOM contract operating cost paid to TransDev
since the rail service was taken over by TransDev under PTOM contract ?
Under the performance-based contracts, the payments to the operators are subject to an obligation of
confidence. This information has been withheld in accordance with section 7(2)(b)(ii) of the Local
Government Official Information and Meetings Act 1987 (the Act) on the ground that releasing
this information would be likely to unreasonably prejudice the commercial position of the operator
in a competitive market.
4) Can I please have a copy of the monthly fare revenue for each bus route or each bus PTOM
unit for each month since the bus services were taken over by various bus operators under PTOM
contracts ?
Attachment 1 – worksheet “PTOM Bus Revenue” contains monthly breakdown of the fare revenue
for each bus unit since the start of PTOM bus contracts.
Please note that the bus revenue data provided in the attached document is provisional and subject to
review. This is primarily due to some variances that currently exist between the data standards and
models used by the supplier of the bus ticketing and transaction data and GWRC’s data management
and analytics system. Whilst works are underway to improve the consistency of data, the data
generated from the GWRC’s current data management systems (including the values provided in the
attached “Bus Revenue” worksheet) may not completely reconcile with the revenue data provided in
other worksheets.

Please note that for the reasons explained under Question 4, the bus revenue data provided in the
attached document is provisional and subject to review. Therefore, the data provided in the attached
“Bus by ticket type” worksheet may not fully reconcile with the revenue data provided in other
worksheets that contain bus revenue values for the same period.
6) Can I please have a copy of the monthly bus PTOM contract operating cost paid to bus
operators for each PTOM bus unit for each month since bus services were taken over by various
bus operators under PTOM contracts ?
Under the performance-based contracts, the payments to the operators are subject to an obligation of

GWRC does not produce and record information in the formats that you have requested. Therefore
we have used various databases to generate and collate the content of the attached spreadsheet in a
format that enables us to respond to your requests for information.
We have considered whether the public interest in the requested information outweighs
GWRC’s need to withhold certain aspects of the requested information. As a result, we do not
consider that the public interest outweighs GWRC’s reason for withholding parts of the
information under the grounds identified above.
If you have any concerns with the decision(s) referred to in this letter, you have the right to request
an investigation and review by the Ombudsman under section 27(3) of the Act.
