Some alternatives:

 

Abel Smith St. – Move to Aro Valley / the other side of Abel Smith St.

Victoria St. – Move to Dixon St west of Willis

Boulcott St. – I don’t know where metering ends, but how about Boulcott west of the motorway?

The Terrace – How about Bowen St?

Molesworth – Tinakori Rd?

Market Lane – Could we get some space from Allan Brown near here?

Allen St – Marjoribanks?

College St – Pirie/Home St/Moore Wilson’s parking lot?

 

That would reduce your additional revenue impact to $0, meaning we could go ahead with the programme without any additional approvals except parking dedication. Alternatively, you could keep one or two of these and move the Bute St, Stout St and/or the Dunlop terrace site onto the Taranki St. Z forecourt.

 

I know it is unpleasant but this would be the easiest path.

It is good to know the current situation. We will be looking to have more of those 70 currently set as residential moved into the CBD and are happy to work both through a public submission and through an elected member. We are looking forward to discussing this with you further and hearing your advice. We are comfortable with our ability to rally wide public support. 

 

In total over the year, we will be requesting 36 currently metered parking spaces. 

 

Regarding Z, we are finalising the details of our bid, before going into the contract negotiations of their bid. Understandably, the details of their bid are contingent of ours. We are very aware we will need to factor this in.

 

We appreciate the car sharing landscape was different last year and didn't know we would be in a position to request so many. I feel like with the goals of SEC and LCCP considered, this is a great challenge to have! 

 

As we have mentioned we are really opened to find spaces near to these proposed. 

 

Additionally, we have met with WEL this morning and they are very supportive and didn't see the project as in any way challenging from their perspective. They advised that Mevo and WCC work first to identify initial preferred spaces, then to consult with WEL to see where existing cabling is and work forward from there.

We’ve gone over all relevant documents and policies to ensure we get the process right and don’t get tripped up along the way!  I’ve double checked the Low Carbon Capital Plan that was voted up last year and out of the 100 car parks we committed to dedicate for EV and car share 30 of those were in the CBD (which obviously also includes parks allocated to other providers) and we accounted for revenue loss of 30 metered car parks in last year’s annual plan. Based on commitments made to other parties so far about 15 – 20 of these CBD parks are currently available under existing policy.  If you want more than that in metered areas you will need to do a submission to the annual plan to request that Council allocate more car parks than was previously agreed (so above and beyond what was promised in the LCCP) and agree to the loss of revenue (and we can help with those figures). Alternatively you can also get a Councillor to put up an annual plan bid to achieve this. If you want to do it via a submission then public submissions on the draft annual plan are open from the beginning of April to beginning of May. If you want to go via an elected member I would recommend making contact ASAP so they can get it in the draft plan before it goes out (and all those discussions are being had right now so it’s good timing and again we can assist with figures.) And obviously you can also do both J

 

In terms of your milestones and timeline the annual plan will be passed in June ready for the new financial year in July so that should give you plenty of time based on our conversations so far. And obviously we’ll progress other discussions and processes in the meantime so we won’t lose any ground in that respect.

 

Also in terms of the Z project there was some discussion that the cars might not be on the forecourt? I assume that if you’re planning to ask for any on-street charging for that project it will be included in your 16 pods? If not you’ll need to factor that into the annual plan bid as well.

 

Anyway just getting all our ducks in a row so hope that’s clear. Happy to discuss if not. Sorry to be so formal but we need to get these processes right and ensure we’re delivering what Council has agreed to. Basically when we wrote the LCCP this time last year we had no idea that so many CBD car parks would be requested so we based the figures on the likely known demand at the time. Hindsight is 20:20!

I've sent an email through to Anthony and we'll work with him to make sure Worksafe are happy with the choice of charging hardware. We're also talking with NZTA re: their guidelines for EV charging in public space. Will keep you posted on this.

 

We'll get you a list of some parking spaces by the end of the week and we can go from there. If you manage to come across any parking data before then, it would be great to see it so we can factor revenue in. Else, we can tweak locations as a second pass with your guidance.
