Thank you for your efforts. It has been challenging to get done for both sides but I think we’re in a good space now. For reference, the key things to ensure this allocation go smoothly are:

<![if !supportLists]>1.    <![endif]>Mevo to provide maps of LV network from WE for each chosen site as soon as possible. Thereafter, site works/construction plans need to be provided to traffic before they sign off the TRs.

<![if !supportLists]>2.    <![endif]>WCC needs to finalize a solid contract

<![if !supportLists]>3.    <![endif]>Mevo needs to get WorkSafe approval for the selected charging equipment

<![if !supportLists]>4.    <![endif]>WCC needs to consult with various teams and WE about charger speed.

 

Otherwise leave these TRs with us.

 

For the next round, we will internally be having a sit down next week to develop and get consistent, early communications out to all providers. We look forward to working with Mevo shortly after to ensure this process for EV car shares is smooth in the future.

 

We will also urgently be addressing the noted issues around unmetered CBD parking.

In light of all options and because they cannot be moved we opt to table the three spaces on Balance and the three spaces on Williston as originally accepted.

This will get the numbers out asap and while it does impact costs moving Victoria and Bolton means this is lessened and there has been compromise on both sides.

I will come back tomorrow regarding the next roll out but am very keen to move on to a more structured for of organising as proposed in our email with the table.

Ah yes have seen that.  That map does not address the area immediately adjacent to the two spots in question.

 

Given we’re under the gun, all WCC had to go on was the below from Brendan via Finn sent in May:

TR53 Balance/ Maginnity St - Limited LV supply for a single x60A charger (13.5kW max) in the area will be in the order of $20k

 

That is ample power for 2x3.3kw chargers as you have on the waterfront.

 

My suggestion is you take up Balance and Willeston in the 2-car format as you suggested was acceptable Mar 28th. We can’t move either for several reasons.

 

I have begged and pleaded to get one additional TR of capacity, which has been awarded. That would allow us to do 2 cars on Allen’s northwestern corner.

 

That would mean reaching your 33 car goal. However, if you do not like Ballance for some reason, you could do 3 cars at Allen and I can check with Parking if we can add a 4th car at Allen or Tennyson to fulfil your quota?? Alternatively we could nix Balance, do a third car at Allen and focus on getting you allocation at Clifton, which can happen anytime since it is off-street.

 

Note on timelines I’ve spoken to traffic and the re-consulted spaces will be ready on the same timeline as a full TR. That means Victoria and Bolton ready late September. Willeston and Ballance can be done earlier, ideally mid to late August(there are no Council meetings in July to vote on your TRs).

 

Please let me know what preferred configuration you want by 1:

 

Option 1:

2x Willeston

2x Balance

2x Allen

Net Mevo Vehicles: 39 including waterfront

 

Option 2(Subject to NZTA/parking approval):

2x Willeston

3x Allen

3x Clifton

Net Mevo Vehicles: 41 including waterfront

 

Option 3(Subject to parking approval – 4 in one location 3 in the other):

2x Willeston

3 or 4x Allen

3 or 4x Tennyson

Net Mevo Vehicles: 39 including waterfront

 

You are also welcome to install the third spaces at both Willeston and Ballance but that is up to you given the costs and benefits to Mevo.

One thing jumps out, however, how did you go with finding out about moving the Williston and Ballance locations so that they could be grouped in three angled parks? 

 

As they currently stand, Ballance does not have power, however, we requested you look into the locations just on Ballance but the three parks on the other side of Maginnity St. 

 

Additionally, Williston requires significant trenching including across a driveway while there are three perfect angled parking spaces with very little trenching required immediately after the diplomatic parks. Can we move these as we have done with Victoria and Bolton?

Our legal advice has come back and we can go forward with the changes at Victoria and Bolton – but we need to re-consult on the changes in a targeted consultation. Remember, we can still send the TRs for Ballance and Willeston to the committee at any time (their next meeting is in early August). I understand the separated spaces may not be ideal for you. As a result, may I recommend you go for the two dual spots in both locations as you requested us provide on 3/28? This would bring you to 31.

 

Which means we have to find two more spots. I can investigate if we can figure something out. In the past you have requested College. There is a two-pair that we’ve identified in the past that has power to it according to Wellington Electricity. This would be near your office and on a relatively calm road. Thoughts? At this stage we cannot look at any options that have not been scoped out by WE yet. This would total 33.

 

As to November we must focus on the immediate concerns for the moment and we can reconvene on those after we kick off this process this week.

 

I will note that if we are thinking ahead there are a couple of things you need to include in this that need addressing:

1.    Contract – WCC will author appropriate contract.

2.    Plans – Traffic will be requiring works/construction plans for each site to present the TRs to Council to ensure there are no hitches this round.

3.    Chargers –

a.    Worksafe must have approved your chargers before any installations

b.    WCC will confirm arrangement with 3kw/22kw before proceeding with WE and our other teams given overall CBD capacity restrictions

 

This is not a comprehensive list, just some topics to consider.

September locations:

I have a followed up WE for the additional information we still need to obtain following my email yesterday and will do everything I can to have this to you by your requested time tomorrow. Following this, I will need a clear commitment from WCC about the number of spaces, locations and dates they will be available, of course, pending approval by the Councillors. 

 

We would like to see this at least meeting our EECA deadline, and bringing us to a total of 9 locations/27 spaces (an addition of 7 locations/21 spaces from today) by the 30th previously discussed. If we can have more vehicles down by this date it would be better as this is the very latest we can deploy these and any delays will put Mevo and this project in significant jeopardy. 

November locations: 

I do not appreciate this and find disappointing the continued and very mixed messages sent from the Council (as an organisation and a partner in this project). The opportunity we have presented was due to Mevo being more committed to car sharing in Wellington than other providers and taking the time and resources to source creative solutions in the unmetered parks in the CBD. On many occasions, we were told by WCC 'if you can find unmetered parking spaces that you are happy with, we are happy with them'. This is in addition to the direction we received from the Mayor. We did, and you were not. 

 

That aside, we would like to see these locations lined up for the November approval. Our EECA milestone has us deploying another 4 locations/12 spaces by the 30th of November in these spaces or other locations of a similar nature.

 

January locations:

This will see the completion of the Mevo/WCC/EECA project commitments. As reviewed and signed off by the Mayor and at that time Chair of the Transport Committee who was also unaware of the 30/70 split. We would like to see the final 4 locations/12 spaces made available by the 30th of January. 

 

Moving forward:

Can you please clearly articulate in the below table the commitments you are able to make so that we can plan our operations? I have included Mevo's commitments made to the people of Wellington along with the Central Government and other key stakeholders. We simply need to know clearly what WCC can commit to at this point:
