Our legal advice has come back and we can go forward with the changes at Victoria and Bolton – but we need to re-consult on the changes in a targeted consultation. This will be quicker than the full TR process I think but I need to clarify that with our traffic team. I will let you know when we have a date for when this can happen. Our Traffic team has indicated they can handle 9 consultation processes, including these two.


For the seven confirmed requests, here are the bays I have marked out:

Which brings you to 27, and 9 consultations.

 

Remember, we can still send the TRs for Ballance and Willeston to the committee at any time (their next meeting is in early August). I understand the separated spaces may not be ideal for you. As a result, may I recommend you go for the two dual spots in both locations as you requested us provide on 3/28? This would bring you to 31.

 

Which means we have to find two more spots. I can investigate if we can figure something out. In the past you have requested College. There is a two-pair that we’ve identified in the past that has power to it according to Wellington Electricity. This would be near your office and on a relatively calm road. Thoughts? At this stage we cannot look at any options that have not been scoped out by WE yet. This would total 33.

 

As to November we must focus on the immediate concerns for the moment and we can reconvene on those after we kick off this process this week.

 

I will note that if we are thinking ahead there are a couple of things you need to include in this that need addressing:

I have added this to the list with WE and will come back to you. Should there be energy supply, we are comfortable with your suggestion. 

 

September locations:

I have a followed up WE for the additional information we still need to obtain following my email yesterday and will do everything I can to have this to you by your requested time tomorrow. Following this, I will need a clear commitment from WCC about the number of spaces, locations and dates they will be available, of course, pending approval by the Councillors. 

 

We would like to see this at least meeting our EECA deadline, and bringing us to a total of 9 locations/27 spaces (an addition of 7 locations/21 spaces from today) by the 30th previously discussed. If we can have more vehicles down by this date it would be better as this is the very latest we can deploy these and any delays will put Mevo and this project in significant jeopardy. 

November locations: 

I do not appreciate this and find disappointing the continued and very mixed messages sent from the Council (as an organisation and a partner in this project). The opportunity we have presented was due to Mevo being more committed to car sharing in Wellington than other providers and taking the time and resources to source creative solutions in the unmetered parks in the CBD. On many occasions, we were told by WCC 'if you can find unmetered parking spaces that you are happy with, we are happy with them'. This is in addition to the direction we received from the Mayor. We did, and you were not. 

 

That aside, we would like to see these locations lined up for the November approval. Our EECA milestone has us deploying another 4 locations/12 spaces by the 30th of November in these spaces or other locations of a similar nature.

 

January locations:

This will see the completion of the Mevo/WCC/EECA project commitments. As reviewed and signed off by the Mayor and at that time Chair of the Transport Committee who was also unaware of the 30/70 split. We would like to see the final 4 locations/12 spaces made available by the 30th of January. 

 

Moving forward:

Can you please clearly articulate in the below table the commitments you are able to make so that we can plan our operations? I have included Mevo's commitments made to the people of Wellington along with the Central Government and other key stakeholders. We simply need to know clearly what WCC can commit to at this point:

In terms of a date for the legal advice as we said last week you will get it as soon as it's available. But I can assure you they are well aware of the urgency. You may already know this but in terms of the advice we're receiving it's not just a simple question of "can we shift these TRs that have already been consulted on" but also if we can then whether legally we would need to go back out to those who submitted on those sites so that any new feedback can be incorporated before going to Council. We will continue to chase this up as a priority.

 

The 26th of June date for Mevo to submit locations was to account for the time required to go over the information with the contractor who will be drafting the resolutions for us to ensure we get them lodged in time. In saying that we've gone back to him and if you can get the locations to us by 1pm on the 28th of June he can work with that.

 

There is no way we can realistically get the unmetered car parks done in time for the September round of TRs. We expect to get a confirmed list of exactly where all these unmetered sites are early this week then as discussed the updated map of available streets will need to be provided to all operators who received the original map (and a reasonable amount of time provided for them to respond) as per our procurement policy. That simply can't all happen in less than a week. It'll be tight getting it done for the November round but we're absolutely committed to that timeframe.

 

In terms of the streets you've identified - looks good. The only issue is Hopper Street - these parks have been identified for a car sharing operation linked to the Arlington housing development. Not sure if you guys considered participating in that tender process? In any case that means it's in the same category as Wakefield Street so subject to a tender selection process. In saying that we have yet to select a provider so if you would like to put in a proposal we could probably still accept it but obviously process wise that's not going to fit your immediate timeframe.

 

In the interests of time we've had a quick chat with peeps and suggest the coupon parking area of northern Tasman street (north of Rugby street) as a potential alternative that has some of the same characteristics as Hopper street? If you’re interested let us know and we’ll follow up.
