Request for information 2018-285 – Extension required
I refer to your request for information dated 11 October 2018 which was received by Greater
Wellington Regional Council (GWRC) on 11 October 2018. You initially requested the following
information:
“
Can I have a copy of all the regular (eg monthly) project update reports from the Wellington Bus
Network Implementation Project Director to GWRC management from October 2017 until now ?
Can I have a copy of all the reports and presentations to the GWRC Executive Management Team
meetings about the Wellington Bus Network from October 2017 until now ?
Can I also have a copy of the meeting minutes related to the above ?
Can I have a copy of any and all bus timetable changes made since the new Wellington Bus Service
started on the 15th of July ?”
On 26 October, GWRC advised you that as it stood your request was for a substantial amount of
information. In response, you requested that we explain the parts of your request that made it
substantial. You also made a minor amendment to your original request for timetable changes as
follows:
“Can I have a copy of any and all bus timetable changes made or planned to be made this year
since the new Wellington Bus Service started on the 15th of July ?"
On 31 October, GWRC provided you with information, which set the volume of information
included in your request (approximately 1000 pages to be reviewed). Planned timetable changes, as
set out in Report 18.547 Implementation of new bus network – October update, were attached.

On 1 November, you amended your request as follows:
“OK. Would it make it easier to reduce the timeframe from since October 2017 to just the months of
May, June and July 2018 ?
Also, when I asked for the timetables that have changed or planned to change, what I really want is
the actual new timetables for each of the routes. OK ?”
On 1 November, GWRC advised you that amending your request would make it easier to manage.
In addition, you were provided with a link to the Metlink website that sets out new timetables and
timetable changes which are due to occur on 11 November.
On 1 November, you replied and requested future timetable changes due to occur after the 11
November changes.
On 2 November, GWRC advised you that future timetables were yet to be developed.
On 5 November, you requested the following in relation to changes planned for February 2019 as set
out in report 18.457 (the report previously provided to you):
“Can you please tell me when the timetables for these changes will be prepared and told to the bus
operators?”
On 5 November, you were advised that the draft documents had been provided to the relevant bus
operator.
On 6 November, you requested a copy of the February 2019 timetables.
On 7 November, GWRC advised that it would prefer not to send the draft timetables.
On 8 November, you advised that you would still like a copy of the draft timetables.
On 9 November, GWRC advised you that it has elected to withhold the draft timetables in
accordance with the Local Government Official Information and Meetings Act 1987 (the Act).
Extension to that part of your request (as amended) for meeting reports
It is necessary for GWRC to extend the time available to it to answer that part of your request (as
amended) for meeting reports to 7 December 2018. This decision is made pursuant to section 14 of
the Act on the basis that consultations necessary to make a decision on your request are such that a
proper response to your request cannot be reasonably made within the original 20 working day time
limit.

You have the right, under section 27(3) of the Act, to make a complaint about this extension to the
Ombudsman.
