NZ Police radio encryption

I saw on a forum that there was a possibility that the New Zealand police will have a delayed replay feed of the radio communication where it is encrypted,
Is this true?

As the Police is a public service information should be more open,
Is there a chance of delayed rebroadcast feed that is not encrypted for the general public? (Where the Radios are encrypted).
Can Media apply for access to a live feed?
Asking as a scanner enthusiast.
