2.  The definition of a stationary vehicle offence

Yes. 
 
4.  Number of police vehicles ticketed this year, and the reason why (if applicable).  
This part of your request is refused under Section 17(e) of the LGOIMA as the information 
you are requesting does not exist. 
 
5.  Starting salary of a parking officer. 
Parking Officer starting salary is $43,500.
