Kia ora Ms Morse,
I refer to your request under the Official Information Act 1982 (the Act) received on 1 July
2018 requesting the following information:
"Please provide any information you hold about the US-Australia security screening list
called "TACTICS" - an abbreviated form of "Tipoff US/Australia", and any information you
hold on a US-NZ "no-fly list" or a lesser "selectee list", which includes those who do not
meet the threshold for a no-fly list"
Our Response
I am refusing your request under section 18(g) of the Act. This is because the information
is not held by the Ministry.
The Ministry is aware of TACTICS through interaction with counterparts in overseas
agencies. However, the Ministry does not hold any information on TACTICS. Likewise, the
Ministry does not hold any information on a US-NZ "no-fly list" or "selectee list". The
Ministry does not check passengers against a list maintained by the United States for the
purpose of determining whether that passenger can fly to New Zealand.
The Ministry is aware that the New Zealand Security Intelligence Service (NZSIS)
has provided you with a response to the same request on 24 July 2018. In that regard,
the Ministry does not consider that transfer of your request to NZSIS at this stage would
serve any practical purpose.
You have the right to contest the decision to refuse your request by seeking an
investigation and review of that decision by the Ombudsman, whose address for contact
