Dear Nicholas
Request made under the Official Information Act 1982
Thank you for your email
of 21 February 2018 to the Ministry of Transport requesting the following
information under the Official Information Act 1982 (the Act):
1. A copy of the communication and/or letter from the Minister to the NZTA requesting a review
of the East-West Link project
2. Terms of reference for the review
3. Timelines for the conducting of the review
4. Updates from the NZTA to the Minister of Transport on the progress of the review.
On 28 February 2018, your request was transferred to the NZ Transport Agency.
Please find enclosed the letter from the Minister of Transport dated 21 November 2017 to the
Transport Agency Board Chair, which details the request to review the East West Link project.
The Transport Agency expects the review to be completed after the finalisation of the Government
Policy Statement on land transport. This will allow the project to be tested in accordance with the new
government priorities.
There are no written terms of reference for the review nor have there been any updates provided by the
Transport Agency to the Minister of Transport. As such, I am refusing parts 2 and 4 of your request
under section 18(e) of the Act as the information does not exist.
Under section 28(3) of the Act, you have the right to apply to an Ombudsman for an investigation and
review of this response. For more information, the Ombudsman website is
www.ombudsman.parliament.nz/. If you would like to discuss this reply with the Transport Agency, please contact Scott Wickman,
Principal Transport Planner, by email to
[email address] or by phone on 09 969 9800.
Yours sincerely
