One of the University’s Early Childhood Education Centres (ECE) is currently located on the
development site of the proposed fast-tracked new building to accommodate the School of
Population Health. The purchase of 9 Park Avenue gives the University the opportunity to relocate
the Early Learning Centre (ECE) to the Park Avenue East site, should that be required.

- ECE Relocation; CL has asked PS to review options at Epsom to provide continuity. CS advised this
unlikely to be achieved in the available time. Only permanent replacement being pursued with
minimum gap between closure and new build of six to eight months. Only single storey being
considered and possible resource consent issues to be resolved, such as winter shading from B504.
Discussions continuing with CL who would still like to see partial 2nd level pursued. CS advised more
complex maintenance regime and programme implications would both be issues.

Concept plans for a 500m2 facility on the east Park Avenue sites have just been received, with a
likely cost between [s 9(2)(i)]. Meetings wil be held with parents in the week beginning 3 April.

Briefing on Capital Planning Activities

The Chair invited Mrs Cleland to provide a verbal update on capital planning activities. In a diversion
from the Long-term Capital Plan, Mrs Cleland explained that the University is considering the
construction of a much larger building at Grafton Campus on the Park West site. A business case was
being prepared for presentation to the July meeting of the CEC proposing relocation of the School of
Medicine which currently occupies Level 12 of the Auckland City Hospital. This would be in line with
the wishes of the ADHB. The business case would also include a proposal to rehouse occupants of
the Park Road Early Childhood Centre within the Park West site…

Update on Park Avenue closure – Engagement with Stakeholders
The Pro Vice-Chancellor (Equity), Trudie McNaughton, asked that members
note the fol owing concerns raised by staff and parents regarding the closure
of the Park Avenue Centre:

The perceived lack of notice provided to the UoA community
as a whole.
•
The perceived lack of wider consultation during the
decision-making process.
•
The timing of the notice of closure being 3 weeks prior to Christmas.
•
The perceived lack of temporary alternative care options provided.
•
Loss of adjacent breast feeding facilities for those returning from parental
leave.
Action
•
Salary sacrifice impacts not initial y discussed.
Adrienne Cleland acknowledged these concerns and undertook to reflect
on the feedback with respect to future campus developments and changes.
She also explained that the decision to build a new facility on the
Park West site for the School of Population Health and the University Clinics
had been taken after weighing up a number of complex competing priorities.
The intention behind the timing of the closure announcement,
before al the issues could be answered, was to maximize the amount
of time parents had to explore alternative care arrangements.
The meeting noted the considerable effort made by Campus Life staff to
extend the closure date out as far as possible which had resulted in a timing
that avoids the Semester 2 exam period. Property Services noted that any
further extension would risk timely completion of the new build in order
to meet relocation requirements.
Celeste Harrington reported that to date at least two thirds of parents had
found alternative placements and the remainder would be fol owed up very
shortly.

Student Accommodation
…As part of the Masterplan process the architect has been asked whether there would be an option
to construct a new ECC on part of the site, bearing in mind the need to relocate the Symonds Street
ECC to enable the Gateway Building.
Grafton Redevelopment
. .FMHS are undertaking the Business Case for the Park West Building and the Grafton ECC
replacement.
• The demolition price has been received for the old houses on numbers 9 and 11 Park Ave
with a contract to be awarded shortly. It is expected that the cost of the new ECC on that
site [s 9(2)(i)] due to extremely tight and expensive design requirements for ECC’s under the
Unitary Plan. The VC expressed astonishment at the current REC.
• PS were asked to check whether part of the Elam site could be used for a replacement ECC
for the City Campus.
