Hi Stephen Thanks for the email, and I am also not sure if this is a building consent issue or not but can you please not copy the developer’s agents into an email where you express an opinion about what is a suitable solution for discharge to the public drainage network. This directly contradicts your earlier statement that it is something for us to sort out and not an issue for your team. The wastewater is largely undersized from the site down to, and including, Courtenay Place. We have previously discussed the option of upsizing the network but the cost was such that the developer was not keen to proceed. We are working with the District Plan team on long term solutions and funding but there are limited short term options. While tanks have not been widely used in Wellington, when they are properly designed and maintained they have been used successfully elsewhere. If we want to develop this area currently we need to look at alternative or innovative solutions. Alternatively why not upgrade a section of the existing council drain so that it would meet the demand. The cost could be negotiated with the developer. We will not be taking any responsibility of any retention storage tank arrangement and discharge to the Public Drainage. This will up to Public drainage to resolve and approve. The Building Code does not cover this. I have discussed this with Jon Moser Team Leader of the Inspections team and we both do not believe the retention tank is a good option and we also consider this a health risk under various situations. High level modelling had indicated that storage was unlikely to be required of the wastewater was discharged to this part of the network. Do you know if any work was done at looking at this option? The advice given is : · that the tanks should be underground – and preferably constructed from fibre glass · discharge should be controlled by an actuated valve for holding – normally open, close based on level in public main · the valve will be controlled by an ultrasonic and back up level switch – located within a public wastewater manhole · Proposed to use existing WW MH – WW35568 – highlighted below. This has a calculated invert level of 5.62m MSL – and has an approximate depth of 1.5m. The level and ability to connect by gravity will need to be confirmed. · An overflow alarm will be required connected to the WWL system and a red flashing light on the side of the building · All maintenance, repairs and renewal will be the responsibility of the building owners.
