I write in response to your Official Information Act Request dated 22 October 2016, transferred
from the Ministry of Health on 1 November 2016. You requested the following information:
Please provide the exact figure of the last five years for the following:
Total number of PGY1 House officer positions filled in across all DHBs in New Zealand
outside of ACE matching system by UK/Canada/Ireland graduates.
Total number of PGY1 House officer positions filled in across all DHBs in New Zealand
outside of ACE matching system by NZREX graduates.
The requested information relating to Counties Manukau Health is attached. We have made the
following assumptions:
The 5 year period relates to 2011 to 2016 and corresponds with applications received through
the ACE process in the year identified i.e., the 2016 ACE PGY1 positions relate to the PGY1
House Officers that commence from November 2016.
New Start numbers reflect all House Officers that have been recruited into the DHB at House
Officer Year 1, with an employment reason of New Graduate.
PGY1 position numbers identified to ACE are taken as the designated number of PGY1
positions for the training year commencing in November of the identified year.
Where the number of new starts is more than the number of PGY1 positions submitted to
ACE, it is assumed that all designated PGY1 positions were filled through ACE. Please note
commentary at Question 1 and Question 2, which provides further detail where this does not
occur in 2012 and 2016
The PGY1 House Officer roles requested are those lodged with the ACE process and hereafter
referred as designated PGY1 positions for that recruitment year.
Based on the data below and the assumptions, our response to Question 1 and Question 2 are as
follows:

Question 1: Total number of PGY1 House officer positions filled in across all DHBs in New
Zealand outside of ACE matching system by UK/Canada/Ireland graduates
Nil.
*All positions offered through ACE to PGY1 House Officers were matched to the DHB as per the
ACE process, including a number of second offers to account for declines. In 2012 and 2016,
subsequent withdrawals by candidates, has resulted in a lower number of PGY1s starting to the
number originally matched. Further offers were not made to fill these positions by a PGY1 House
Officer, this is due to a high number of existing employees at PGY2, House Officers who had on‐
going employment and required an allocation for a further PGY1 to meet MCNZ general
registration requirements.
Question 2: Total number of PGY1 House officer positions filled in across all DHBs in New
Zealand outside of ACE matching system by NZREX graduates
Nil.
