OFFICIAL INFORMATION ACT (OIA) REQUEST – MERIDIAN ENERGY LIMITED 
 
 
Thank you for your email regarding Meridian’s submission to the Law Commission on the OIA.  
Your request was: 
“I would like to request the following information under the OIA: 
 
* a copy of your submission 
* all drafts, advice, and internal communications (including emails) relating to that submission.” 
 
Attached is Meridian’s submission.  I have not included the other materials you requested on the 
basis of the grounds provided for in section 9 (2) (g) (i) of the OIA. 
 
Section 9 (2) (g) (i) of the OIA states  
(2) 
“… the withholding of the information is necessary to— 
(g) 
maintain the effective conduct of public affairs through— 
(i) the free and frank expression of opinions by or between or to Ministers of the Crown or 
members of an organisation or officers and employees of any department or organisation in 
the course of their duty; or” 
 
The additional materials relate to the opinions expressed by and between officers and employees 
of  Meridian  as  part  of  the  free  and  frank  discussion  required  to  develop  the  organisation’s 
response.  As such these materials have been excluded. 
 
Please  note  that  you  have  the  right,  by  way  of  complaint  under  section  28(3)  of  the  Official 
Information Act to an Ombudsman, to seek an investigation and review of our responses.
