Re: Shape Auckland survey 
 
I refer to your email, which we received on 12 April 2016, requesting “Can you please 
provide me with the results of the Central West Community Needs Assessment conducted 
as part of the Shape Auckland Survey? The survey closed on 31 March 2016.” 

The Shape Auckland survey is one research input that forms part of the central west 
community needs assessment, alongside other research methodologies and community 
engagement. 
The data from the Shape Auckland survey is currently being withheld as it will be made 
available at a later date when it has been analysed alongside other research inputs. The 
results will be presented in a community needs assessment report that will be available to 
the public after it has been reported to the Albert-Eden and Whānau local boards in August 
2016. 
These reasons for withholding are consistent with the reasons stated in Section 7(2) (c) (ii) 
of the Local Government Official Information and Meetings Act 1987. 
Summary of community needs assessment process:  
The purpose of the needs assessment is to look at: 
 
•  current and future needs of communities  
•  the degree to which existing facilities in the area meet these needs 
•  consider location options for any new facility or facilities 
•  provide options and recommendations to address identified needs for: 
• 
Avondale Community Centre and Library 
• 
New Lynn Library and Community Centre 
• 
Mt Albert Aquatic Centre and aquatic provision in the western corridor 
• 
recreation and leisure provision across the study area and the role of 
Avondale College Stadium.

The community needs assessment engagement process involves: 
 
•  desktop research including census data, previous research, projected population 
growth and demographic changes and a range of other information such as building 
consents issued 
 
•  community engagement which includes:  
• 
 the online survey through Shape Auckland  
• 
a survey of older adults through Age Concern  
• 
 intercept surveys at various locations and events across the study area  
• 
informant interviews, focus group meetings and workshops with particular 
groups eg. youth, ethnic groups, facility operators  
• 
2 Local Board Have Your Say events (Whānau and Albert-Eden). 
 
•  Gathering information about facilities which includes: 
• 
data on council and other community facilities in the study area 
• 
information on users of council facilities and building condition 
• 
email survey of people on the waiting list for council facilities  
• 
phone and internet surveys of non-council facilities.  
During May and June all of the information that has been gathered will be analysed and the 
needs assessment report will be developed and reported to the Whānau and Albert-Eden 
local boards in August 2016, following which the report will be available to the public via 
Shape Auckland.
