Workshop Notes : Joint Governance Committee – 5 October 2011
The Committee considered a report from District Secretary dated 7
December 2011 as circulated with the agenda. It was suggested
that in the New Year there could be an opportunity to focus on two
or three subjects for more effective and efficient service delivery.
In response the Chief Executive Officer of Western Bay of Plenty
District Council advised that some work had already been carried
out and noted the following:
Procurement had some opportunities.
Some services would not create efficiencies if delivered on a
joint basis.
Some services could be provided across the Councils to provide
seamless services to ratepayers.
Some of the information technology services may create
opportunities for efficiencies.
In further discussion the following suggestions were noted:
Shared services between the two councils may be the place to
start seeking efficiencies.
In the future consideration of a joint District Plan may be of
great value to the community.
Exploration of amalgamation may also need to be reviewed,
including combination with the Regional Council; however each
Council needed to consider this issue on an individual basis
with factual information to consider.
It was important that the Councils understood the legislative
process related to amalgamation prior to making any decision
to enter into it.
Currently it was understood that the shared strategies of the
Councils were to work together to develop shared services and
opportunities for seamless service provision.
Tauranga City Council was having a paper produced on the
process required for amalgamation which could be shared with
Western Bay of Plenty District Council.
