Thank you for your email on 11 November, asking Health New Zealand | Te Whatu Ora for the following
under the Official Information Act 1982 (the OIA):
Under the Official Information Act 1982, I request the following information regarding the (Tauranga -
Mental Health) FluroFest event supported/funded by Te Whatu Ora
1 - A summary of the objectives and intended outcomes of the FluroFest event.
2- Any available post-event evaluations, outcome reports, or impact assessments, including feedback
from attendees, staff, or partners.
3 - A breakdown of the budget and funding sources al ocated to FluroFest.
4 - Any lessons learned, recommendations, or next steps identified as a result of the event
Response
FluroFest is a free, inclusive community event held during Mental Health Awareness
Week. It promotes wellbeing through fun, family-friendly experiences based on the Five
Ways to Wel being: Connect, Be Active, Keep Learning, Give, and Take Notice. The
event is co-delivered by Youth Voices Action, Te Whatu Ora (Health NZ), and Tauranga
City Council. Youth Voices Action leads the event planning and delivery.
The event includes music, workshops, games, cultural performances, stal s, food,
and giveaways.
Te Whatu Ora contributed $30,000 out of a total cost of $38,205.69 toward the delivery of FluroFest 2025.
This funding supported:
•
Event infrastructure, equipment, and logistics
•
Live entertainment and workshops
•
Marketing and community outreach
•
Event staff, security, and volunteer coordination
•
Photography, video, and post-event evaluation
I have attached a copy of the event feedback report for Fluro fest 2025. Some photos of the event have been
removed from the report to protect the privacy of individuals under section 9(2)(a) of the OIA. We do not
believe the public interests outweigh the need to withhold in this instance.
Youth Voices Action provided Health NZ with the fol owing information to respond to your questions about the
objectives.
The objectives of FluroFest are to:

Raise awareness and reduce stigma around mental health.
•
Provide access to local mental health services and information.
•
Deliver practical wellbeing tools in an accessible format.
•
Create a vibrant, inclusive space for community connection.
•
Encourage positive youth engagement.
The key lessons and observations from FluroFest 2025 were:
• The event continues to grow in reach, with strong turnout and engagement in
• 2025.
• FluroFest is widely supported across the community, with overwhelmingly
• positive feedback from whānau, young people, service providers, and performers.
• The involvement of youth volunteers, local creatives, and diverse cultural groups
• enhances the energy and inclusivity of the event.
• Partnerships with local sporting organisations helped broaden engagement and
activity offerings.
• Word-of-mouth and reputation remains a major driver of attendance, alongside
organic and paid media promotions.
The recommendations based on feedback on FluroFest 2025 were to:
• Expand the event - suggestions included a night-time fluro disco, two-day
• format, and additional cultural and interactive elements.
• Introduce a “forum tent” or quiet space for kōrero and deeper mental health
• discussions.
• Increase youth involvement by including school bands, kapa haka, and other
• student-led performances.
• Strengthen the visibility of performers and partners in event marketing and
• signage.
• Broaden the range of wellbeing-focused activities, including the addition of
• anonymous support booths.
Next steps:
• Planning is underway for FluroFest 2026.
• Feedback from attendees, partners, and performers is informing next year’s event
• design and layout.
• To meet the growing demand and respond to community feedback, we wil be seeking additional
funding to help scale the event.
• Youth Voices Action is committed to maintaining the event’s inclusive, grassroots feel and is actively
working with community partners to continue delivering on the kaupapa.
