Information Act 1982 (the Act):

I request the following:
The single, complete, underlying dataset (in its original or a converted machine-readable
format such as CSV or Excel) that was used by NZTA to create the He Pūrongo
Whakahaumaru Huarahi mō ngā iwi Māori report, covering the period 2013-2017.
The file you provide to me MUST be machine-readable
This dataset must include columns for:
The specific DSI factors originally requested in OIA-19748:
Ethnicity of the Driver
Alcohol and/or Drug Impairment (as a confirmed factor) Restraint / Seatbelt Use (for the
driver) Driver Licence Status Speed (as a confirmed factor) Fleeing Driver status
All other contributing factors and variables that are referenced or were used to create the
charts and tables within that report. This includes, but is not limited to:
Vehicle Safety Rating
Deprivation Index of crash location
Road Type (Urban/Rural)
Crash Movement Type
Time of Day / Day of Week
Age and Gender of driver
Where possible, we have provided underlying data sets (numbers that analyses were based on) in the
following document:
• Attachment 1 – He Pūrongo Whakahaumaru Huarahi – data extracts 2013-2017.
The information under the “Notes, Limitations and Caveats” heading on the first page should be read
before looking at or using the data contained in the tables.

We could not locate the underlying data for Figure 6 on page 24 of the report relating to
“2013-2017
Proportion of DSIs and population by region: High deprivation (indices 8-10)”. I am therefore required to refuse the
“deprivation index of crash location” part of your request under
section 18(e) of the Act as the documents al eged to contain the information requested, despite
reasonable efforts to locate them, cannot be found.
However, to provide reasonable assistance, a summary of deprivation indices and DSI data for rural
and urban speed zones is outlined in Attachment 1.
Data relating to
“drug impairment” was not included in the report as the data that existed at the time
was considered unreliable. I am also required to refuse the
“drug impairment” part of your request
under section 18(e) of the Act as the documents alleged to contain the information requested do not
exist.
Data relating to
“speed as a confirmed factor” was not analysed or included in the report. The
commentary included in Section 5.9 (“Speed”, page 37) of the report was based on the literature
review. Data relating to
“fleeing driver status” was not analysed, included or commented on in the
report. Instead, the subject is covered in the literature review (Appendix C of the report) and the
commentary is based on previous reports or research not held by NZ Transport Agency Waka Kotahi
(NZTA).
I am also required to refuse these parts of your request under section 18(e) of the Act as the
documents al eged to contain the information requested do not exist.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
