Requests for information 2025-330, 2025-345, 2025-346, 2025-354, 2025-355,
2025-356, 2025-357
Greater Wellington Regional Council (Greater Wellington) has received multiple requests for
various pieces of information. This response is a collated response for all remaining
outstanding information requests.
On 16 October 2025, Stephen Thawley (Project Leader, Greater Wellington), sent an email
regarding the number of Local Government Official Information and Meetings Act 1987 (the Act)
requests that Greater Wellington had received from you. An invitation was made for a meeting
to discuss the requests to get a clearer picture of what exactly was required. No response was
received to this meeting invitation. Hence, on 23 October 2025, we advised that the timeframes
for responding to some of those requests would be extended until 12 November 2025. This was
because it was administratively efficient for us to collate all regulatory-related requests into
one single response. All outstanding requests are summarised in the table below:

A response to each request is outlined below.
Requests 2025-330, 2025-345 & 2025-346 (see Attachment 1)
We have treated requests 2025-330, 2025-345, & 2025-346 together as the information
requested overlaps.
On 9 October 2025, Callum Hawthorne (Resource Advisor, Greater Wellington) sent you a
clarification request regarding part four of request 2025-330, noting the following:
“Thank you for your OIA request. I note that in part of your request, you have asked for the
following:
4. “Please provide all internal communications relating to this issue as they relate to my
requests for information.”
To help us process this part of your request effectively, could you please clarify what you
mean by “internal communications”? Specifically:
•
Are you seeking communications between staff within GWRC?
•
Are you referring to communications specifically about complaints regarding
unauthorised activities at 1044 Coast Road, or also communications about
consented activities?
•
Is there a particular date range that you would like to provide for the scope of
your request?
Any additional detail you can provide will help us ensure we capture and are able to
provide the information you're seeking”
On 9 October 2025, you responded and noted the following in clarification of the request 2025-
330, specifically in relation to part 4:

“I wish to see all communications held by GWRC that relate to consented and non
consented activities on the property as they relate to my previous communications to
GWRC. My first communication dates to early 2023. However, I gather that the first
complaints by others date to late 2022.
I want to see the following:
Which communications from myself and other parties were acted on If any
communications about activities on the property were not acted on, why this occurred.
Why previous information requests did not result in all relevant information being
supplied”
As advised on 23 October 2025, an initial search across our email systems was completed.
Using the search term “
1044 Coast Road” and “
sediment discharge” or “
depositing of
material”, a total 5576 potential e-mails was identified. A further invitation was made to discuss
the request but no response by phone or e-mail has been received.
Greater Wellington has declined this part of your request (the review of 5576 e-mails) under
section 17(f) of the Act, on the grounds that substantial collation and research would be
required.
However, Greater Wellington has reviewed information held in our document management
system and environmental incident database and supplied all information understood to be
within scope of requests 2025-330 and 2025-345 in Attachment 1. More specific comments on
the four parts of request 2025-330 is provided below:
Part one
On 17 June 2024, Greater Wellington provided a response under the Local Government Official
Information and Meetings Act (LGOIMA), which included all information requested at the time.
For your convenience, the original request you proposed, and the response have been
reattached in the 2025-330 response folder titled OIA 2024-103 in Attachment 1.
To clarify your concerns, the request specifically sought information on consents that had been
granted as of the date of your request. Regarding the specific location at 1044 Coast Road, your
request referred to all records related to consents granted. At the time of the request, there
were no new consents granted beyond those already approved, and all relevant documentation
for those approved consents was provided for review.
As such, the application itself and any related pre-application correspondence were not
included, as they fell outside the defined scope of the request. Hence the information and link
you supplied were not included in the response at the time.
However, Greater Wellington did make an error in supplying records of incidents. This was due
to limitations in the initial scope of our search, which has since been addressed to ensure a
more comprehensive approach going forward. This has since been supplied and provided for
your review in Attachment 1 in the folder titled ‘Incidents and Investigations – 1044 Coast Road’.

Please also note that Greater Wellington did attempt to contact you to refine the scope of the
request under OIA 2024-103, but no response was received at the time. In the absence of
further clarification, or communication as to the items in your request, the response was
prepared based on the information understood to be within scope. Therefore, Greater
Wellington had not withheld any information based on their understanding of your request for
information.
Part two
You have requested all information relating to the issue of depositing clean fill material at 1044
Coast Rd. Information relating to complaints is discussed in part three below and information
relating to internal communications is discussed in part four below. Information relating to a
resource consent WGN250145 issued in relation to 1044 Coast Rd clean filling activities is in
Attachment 1. All other information connected to the issue of depositing clean fill material at
1044 Coast Rd is provided in the folder titled ‘Correspondence Relating to Deposition of
Material’ in Attachment 1.
Please note that we have withheld the names of persons under section 7(2)(a) of the Act to
protect the privacy of natural persons, including that of deceased natural persons. When
withholding information under section 7 of the Act we are required to consider the public
interest in the information. In this instance we do not believe that the public interest outweighs
our reasons for withholding the information outlined above.
Part three
We have undertaken a search of our environmental incident database and Environmental
Protection inbox. We have searched this database and inbox using the following key words and
date restrictions. This information has been provided in the document titled – Notification Logs
1044 Coast Road:

Please note that the search has been restricted as a previous request was logged on 17 June
2024, which covers all dates previous to this request.
Please note that we have withheld the names of notifiers (who submitted the information to
Greater Wellington to action or investigate) under section 7(2)(a) of the Act to protect the privacy
of natural persons, including that of deceased natural persons. These are marked accordingly
on the enclosed paper titled “Notifications Log 1044 Coast Road”.
When withholding information under section 7 of the Act we are required to consider the public
interest in the information. In this instance we do not believe that the public interest outweighs
our reasons for withholding the information outlined above.

Part four
You have requested all internal communications. As noted earlier, this part of your request has
been refused under section 17(f) of the Act, on the grounds that substantial collation and
research would be required.
Request 2025-354 (see Attachment 2)
Attachment 2 contains a copy of resource consent WGN050201 and all related documentation
including correspondence.
Please note that we have withheld the names of persons under section 7(2)(a) of the Act to
protect the privacy of natural persons, including that of deceased natural persons. When
withholding information under section 7 of the Act we are required to consider the public
interest in the information. In this instance we do not believe that the public interest outweighs
our reasons for withholding the information outlined above.
Request 2025-355
You requested a copy of resource consent WGN 10043. Further clarification was sought on 23
October 2025 as our resource consents always contain a six-digit number. No response was
received hence we have refused your request under section 17(e) of the Act on the basis that
the document(s) alleged to contain the information requested does not exist, or despite
reasonable efforts to locate it, cannot be found.
Request 2025-356 (see Attachment 3)
You have requested all LiDAR data and associated documented modelling of the Wainuiomata
River in 2021. Greater Wellington has declined the first part of the request (all LiDAR data) under
section 17(d) of the Act, on the grounds that the information is publicly available. In this
instance we have supplied the information requested to you as part of Request 2025-347. All
associated documents in relation to this LiDAR data are provided in Attachment 3.
Request 2025-357 (see Attachment 4)
Our understanding is that the background to the ‘indicative GWRC erosion zone’ as shown on
the document and maps: DMAC HOMES LTD EARTHWORKS 1044 COAST ROAD,
WAINUIOMATA LOWER HUTT -EROSION AND SEDIMENT CONTROL PLAN -REVISION – A -
February 2025, relates to a flood hazard assessment from August 2000. The background report
and summary report are included in Attachment 4.
Final comments
Greater Wellington values being an open and transparent local government organisation and
believes that access to information is a public right. We endeavour to respond to requests for
information fulsomely and in a timely manner. However, amount of information you have
recently requested is significantly impacting Greater Wellington and its officers’ abilities to
carry out their functions and duties. Therefore, we are advising you that we will consider our
options in responding to your future requests in accordance with the Act, including charging

you for the supply of information. While charges are not usually applicable for simple requests,
the Ombudsman provides guidance on when charging may be appropriate. This includes:
• Where considerable labour and materials are required
• Where there is a significant impact on our ability to carry out our operations,
• If there has been a demonstrated large volume of time-consuming requests previously
