I have read with interest the "He Pūrongo Whakahaumaru Huarahi mō ngā Iwi Māori" (June 2021) report, and I would appreciate access to some of the underlying information to gain a fuller picture of the important issues discussed. To that end, could you please provide the following information: Part 1: DSI Crash Factor Data Set (2015-2025) Could you please provide the aggregated data set, preferably in a machine-readable format (e.g., CSV or Excel), derived from the Crash Analysis System (CAS) for all Death and Serious Injury (DSI) crashes between the years 2013 and 2021 (inclusive). Please display the Ethnicity of the Driver (e.g., Māori, Pacific, Asian, European/Other) and include the following identified contributing factors for each incident: Alcohol and/or Drug Impairment (as a confirmed factor) Restraint / Seatbelt Use (for the driver) Driver Licence Status Speed (as a confirmed factor) Fleeing Driver status Part 2: Analysis of Causation Could you please provide any final-version reports, statistical analyses, or presentations prepared for Waka Kotahi's senior leadership or relevant working groups that examine the relative contributions of different factors in explaining the disparities in DSI rates between ethnic groups. Specifically, I am interested in any analysis that models or compares the influence of: a) Socioeconomic and environmental factors (such as deprivation index or vehicle age). b) Driver behaviour factors (such as those listed in Part 1). This would include the full analysis that underpins the conclusion mentioned in Appendix C of the "He Pūrongo..." report, which notes "evidence of an effect over and beyond deprivation." Part 3: Policy Rationale Documents Could you please provide the final-version policy papers or briefing notes that contain the official rationale for how the "Safe System" and "Vision Zero" approaches are expected to address the specific behavioural risk factors (e.g., impairment, restraint non-use) that are identified as key contributors to the DSI disparities in the data.
