Question 1: What was the total values of levies collected in the last 5 years?

Question 2: For each of the five years what proportion (percent and dollars) of the collected
levies were spent on operation and improvement of the ‘demand site installations’ (ie that
was not spent on generation, the electricity market, transmission, distribution and the
EEA)?

Question 3: Can the KWH rate be broken down to the individual cost percentages to make
up the consumer rate (Mid-June 2025 western bay of plenty, Distributor. Horizons.
Controlled, Powershop controlled ) as advertised of 32.59c

For sake of clarity, I wil respond to each of your questions in turn below.
Question 1: What was the total values of levies collected in the last 5 years?
The total value of Electricity Industry levies collected in the last 5 years is set out below. The table
reflects the total levy for the Electricity Authority Te Mana Hiko (Authority) and the Energy
Efficiency and Conservation Authority (EECA). The Authority administers the levy under the
Electricity Industry (Levy of industry participants) Regulations 2010. Please note, the levy also
funds programmes delivered by EECA. More information on this can be found here:

that the Authority and EECA information be provided separately, you can find information on

Question 2: For each of the five years what proportion (percent and dollars) of the collected levies
were spent on operation and improvement of the ‘demand site installations’ (ie that was not spent
on generation, the electricity market, transmission, distribution and the EEA)?
The term ‘demand site installations’ can be used to describe a number of activities. To avoid
confusion, the Authority is interpreting this part of your request as you have suggested, being for
the proportion of levies spent on all activities excluding generation, market operations,
transmission, distribution, and EECA operations. We have also assumed that you are referring to
EECA when you say EEA.
Total levies collected relate to both the Authority and EECA. The Authority administers the levy
under the Electricity Industry (Levy of industry participants) Regulations 2010 (Regulations).
For the last five years, the total proportion (in percent and dollars) of Electricity Industry Levies
collected for operation and improvement of 'demand site installations' is set out below. The levy
reconciliation for 2024/25 has not yet been completed so the allocation is not yet available.
