As  you  will  be  aware,  the  Office  of  the  Ombudsman  is  currently  investigating  Greater 
Wellington Regional Council’s (GWRC) decision to withhold from  you  the formulae that sit 
behind  the  Bus  Rapid  Transit  Indicative  Business  Case  (BRTIBC)  benefit  and  cost 
calculations.  
In order to provide you with assurance that the work undertaken to produce the BRTIBC was 
robust, GWRC has elected to release the following documents to you:  
 
Beca  report:  Bus  Rapid  Transit  Indicative  Business  Case  Independent  Quality 
Assurance Review 2015 – dated 2 July 2015 
 
Terms  of  Engagement  between  GWRC  and  PricewaterhouseCoopers  (PwC)  for  the 
BRTIBC. 
 
Please  note  that  we  have  removed  the  cost  of  the  provision  of  service  from  the  Terms  of 
Engagement between GWRC and PwC for the BRTIBC.
