Official Information Act request
Thank you for your Official Information Act 1982 (OIA) request of 23 August 2024 to the
Government Communications Security Bureau (GCSB). Your request stated the fol owing:
"This request is for documents relating to the participation of GCSB and NCSC staff at the
recent New Zealand Institute of Intelligence Professionals annual conference 2024.
I would like to request:
ONE: For the keynote address by the GCSB Director General, I would like to request copies
of all speech notes, talking points and other presentation materials (e.g. PowerPoint slides)
used.
TWO: For the participation in a panel discussion by NCSC's Michael Jagusch, I would like to
request copies of all speech notes, talking points and other presentation materials used.
THREE: For any other presentations, speeches, talks, addresses etc made by GCSB or NCSC
staff at this conference I would like to request copies of all speech notes, talking points
and other presentation materials used by these staff"
Response
With regard to parts one and two of your request, please find my speech and
Michael Jagusch's material enclosed. In considering this information, please note that the
actual delivery will have differed from the material prepared. A small amount of information
has been withheld under section 9(2)(a) of the OIA, as the withholding of the information is
necessary to protect the privacy of natural persons. For completeness, where section 9
grounds have been applied I do not consider that the need to withhold this information is
outweighed by other considerations which render it desirable, in the public interest, to make
that information available.
I note you made a similar request to the New Zealand Security Intelligence Service (NZSIS).
As you may be aware, the GCSB and NZSIS have some shared functions. These include our
Chief Advisor Maori, who also spoke at the conference. Any information relevant to your
requests that the Chief Advisor Maori may hold will be addressed by the NZSIS's response.
No further information in scope of your request is held by the GCSB.
