Thank you for your email of 5 August 2024 to the Ministry of Education (the Ministry) requesting
the following information:
I note the PMs maths announcement over the weekend.
1. Please release a copy of the CIPS report which the figures were drawn from.
2. Please release a copy of all advice given to either the Minister, or the Prime Minister or
their respective offices, or DPMC, about the CIPS report. This should include formal
advice (briefing notes, reports etc) but also any less formal advice such as emails,
notes of meetings, texts
Your request has been considered under the Of icial Information Act 1982 (the Act).
In response to
part one of your request, the Curriculum Insights and Progress Study (CIPS) was
established in 2023 to monitor Year 3, 6 and 8 student achievement and progress in the refreshed
New Zealand Curriculum, and develop insights that can be used to enable and support system
improvement. I am refusing the reports on the 2023 study under section 18(d) of the Act, as they
are publicly available at

insights-and-progress-study.
In response to
part two of your request, we have considered all information that provides advice,
and excluded information relating to operational matters. We have identified five documents sent to
the Minister of Education, which are outlined in the below
Appendix A Document Table, along
with my decision as to their release at
Appendix A. We have not identified any advice sent to the
Prime Minister or the Department of Prime Minister and Cabinet.
Please note, I am withholding some information under section 9(2)(a) of the Act, to protect the
privacy of natural persons, and section 9(2)(f)(iv) of the Act, to maintain the constitutional
conventions for the time being which protect the confidentiality of advice tendered by Ministers of
the Crown and officials. Some information that does not relate to the CIPS has also been removed
as out of scope of your request.

I am refusing one document under section 18(d) of the Act, as it is publicly available with some
information withheld under sections 9(2)(a) and 9(2)(f)(iv) of the Act, and withholding as above.

information withheld. I do not consider the public interest considerations favouring the release of
this information are sufficient to outweigh the need to withhold it at this time.
