On 5 August 2024
, you contacted Stats NZ requesting, under the Official Information Act 1982
(the Act), the following information:

Under the OIA please provide all instances if any, where Koha of more than $1,000 has
been from November 2017 to December 2023. This should include the amount, recipient
and date the Koha was given.
On 2 September 2024, in accordance with section 15A of the Act, the time limit to make a
decision on this request was extended to 13 September 2024.
We have interpreted your request as being for instances where an individual or organisation has
received koha of more than $1,000 from Stats NZ. During the period requested there have also
been bulk purchases of gift cards totaling more than $1,000. Individual recipients of these gift
cards would have typically received $20 - $40 worth of gift cards, therefore these have not been
included in our response.
Stats NZ has a Koha Policy in place to provide Stats NZ staff with guidance around the tikanga
when giving or receiving koha. When used by Stats NZ, koha describes the customary practice of
reciprocal gift giving through which relationships are built, strengthened, enhanced and
maintained.

Additionally, Stats NZ partnered with various groups/organisations to assist with the collection
of 2023 Census responses. This enabled collection through community events, and alongside
trusted community members, especially for harder to reach groups. Some payments made from
the 2023 Census Programme to these operational partners were categorised as koha under
those contracts. Note that these particular payments were associated with specific deliverables
within those contracts or covered the entirety of the agreements. Further details are included
