In reading the Dog Control Paper I note:      

Paragraph #25   Limiting dog numbers per owner in public places  >>  Limit the number of dogs a person may have in their charge in a public place to six (6) with no more than two (2) off- leash at any time

 

My wife and I use a business with a professional dog walker that is educated in animal (dog) behaviour and they could occasionally have up to 8 dogs in their pack depending on the day. 

 

My question is.. 

1. Has any council in NZ registered or charged a licencing fee to any Professional Dog Walking businesses? 
2. Do Professional Dog Walkers need any education or certificate etc?
3. Has council had any issues/complaints around professional dog walking businesses?
4. Would this then have them exempt from some of the bylaws around where they can go and on leash and off leash proposed areas?

 

The reason I ask this question is that everything I know about these professional dog walking businesses are very conscious around the areas they go, especially the beach and dune systems. 

 

I welcome any information I can receive.
