I refer to your email request dated 29 December 2014 for information as follows: 
Information for the years 1990 to present: 
 
1.  The number of sworn police officers 
2.  The number of IPCA investigations and Ministerial Inquiries against officers 
3.  A summary for the number of complaints against officers 
 
I respond to each numbered item separately below. 
1. The New Zealand Police Annual Report lists the number of constabulary employees, also known as 
sworn police officers. This report is published annually and is publicly available. From 2000, these 
reports can be found on our website: 
 http://www.police.govt.nz/about-us/publications/corporate/annual-report From 1990 to 1999  
 
2. For the number of IPCA investigations against officers, I taken this to mean you are asking how 
many of the complaints are investigated by the Independent Police Conduct Authority. Police do not 
hold this information in a readily accessible format; therefore this request is refused pursuant to 
section 18(g) of the Official Information Act 1982.  
For the number of Ministerial Inquiries against officers Police do not hold this information in a 
readily accessible format; therefore this request is refused pursuant to section 18(g) of the Official 
Information Act 1982. 
3. For a summary of the number of complaints against officers by year - below is a table containing 
the information available to meet your request for the years 2010-2014. 
Police refuse to provide the information relating to the time period prior to 2010, pursuant to 
sections 18(g) of the Official Information Act 1982 as the information requested is not held by Police. 
The creation of the statistical information sought for the period prior to 2010 would necessitate the 
manual review of the physical files for Investigations conducted.  Police can indicate that the 
majority of matters falling within scope for 2009 and prior would be archived and each file would 
need to be retrieved to obtain and assess the information to create the information sought.  It is not

simply a matter of retrieving the number from a database, it requires research of source data to 
generate fresh information in a form different from that in which the base data is held. The 
Official Information Act applies only to information that is held by an agency subject to it, and an 
agency is not required to conduct research or analysis of source data to create new information in 
order that a request can be met.
