I refer to your email of 9 May 2023 to the Ministry of Business, Innovation and Employment (MBIE) 
requesting, under the Official Information Act 1982 (the Act), the following information: 
 
1.  A breakdown of all costs associated with the development, implementation, 
marketing, advertising and support of EInvoicing in NZ to date.  
2.  The number of registered businesses in NZ 
3.  The number of businesses that have registered to use/send/receive E Invoice[s] 

 
 
Clarification sought 
 
Question 2 of your request – number of registered businesses 
We have interpreted the second aspect of your request as referring to operating businesses in New 
Zealand – could you please confirm that that is what you meant? 
 
If that is your intended definition, then we believe that you may find the answer on 
www.stats.govt.nz/information-releases/new-zealand-business-demography-statistics-at-
february-2022/.

Our response data will be accurate as at 30 April 2023 
 
Question 1 of your request – eInvoicing cost breakdown 
•  Please note that staff are currently identifying a breakdown of costs associated with eInvoicing. 
We suspect that, when the breakdown is being finalised, it may not be possible (or it may be 
difficult) to align the costs/filtering in our finance system with the exact categories you have 
specified in your request. We will communicate the parameters of our breakdown clearly to you 
in our response.

Question 3 of your request – number of businesses registered 
•  We can provide you with the number of business that are registered to receive eInvoices. 
o  This is because that is the only registration data we ask of businesses. 
•  We will therefore not be able to provide you with the number of business that have registered to 
use or send eInvoices. 
 
If you are able to provide these clarifications to us on or by Wednesday 24 May 2023, that would be 
ideal. If we do not hear from you by then, we will proceed with the most obvious interpretation of your 
request.
