I am responding to your email of 7 May 2023 to Te Tari Taiwhenua | the Department of
Internal Affairs requesting the following information under the Official Information Act 1982
(the Act) regarding nominations for the New Zealand Lottery Grants Board (the Board) and
the Lottery Distribution Committees (the Committees):
May I ask how did you call for public nomination and on what platform you have call
for public nominations, e.g. govt.jobs website. Also, how many applications you have
received from the public and how many you have received from other nominating
agencies such as TPK or Ministry of women etc. further, how many you have
shortlisted. When you expect the recruitment process wil concluded. Also, can you
please supply current member's name and term of appointment.
I have interpreted your request as relating to the latest round of nominations for the Board
and the Committees. I respond to each part of your request below.
How were the cal s for public nomination made, and on what platforms did Te Tari
Taiwhenua advertise the cal s?
Te Tari Taiwhenua advertised the nomination round for the Board and Committees on its
public website, www.dia.govt.nz. A nomination/expression of interest form, a candidate
information sheet describing the role and selection criteria, and the role overview were also
available in the section of the website about appointments to statutory bodies:
www.dia.govt.nz/Appointments-to-Statutory-Bodies.
Additionally, for both the Board and Committees, Te Tari Taiwhenua submitted a request for
nominations to the agencies that provide nominations for statutory bodies. This included the
Ministry for Women, Te Puni Kōkiri, the Ministry for Pacific Peoples, and the Ministry for
Ethnic Communities.
How many applications were received from the public, how many were received from
other nominating agencies?
Please note that Te Tari Taiwhenua records an application as being received from a
nominating agency regardless of whether the application was sent directly from the
nominating agency, or if the applicant was directed by a nominating agency to apply
independently.
Te Tari Taiwhenua received 70 expressions of interest for the community liaison member
role with the Board. Of these, two were received from Te Puni Kōkiri, one from the
Whaikaha | Ministry of Disabled People, one from the Ministry for Pacific Peoples, 33 from
the Ministry for Women, and two from the Ministry for Ethnic Communities.
Te Tari Taiwhenua received 44 expressions of interest for membership with one or more of
the Committees. Of these, one was received from the Ministry for Women and six from the
Ministry for Ethnic Communities.
How many have been shortlisted, and when is the recruitment process expected to
conclude?
There are currently five candidates who have been shortlisted for the Board. Te Tari
Taiwhenua expects the appointment process to be completed before 14 July 2023.
Te Tari Taiwhenua is still shortlisting candidates for appointments to the Committees and
expects the shortlisting process to be completed by 30 June 2023. The pre-election period
will commence this year on 14 July 2023 and applies to government decisions and actions in
the lead up to the 14 October 2023 election. It has been the practice for governments to
exercise restraint in making significant appointments in the pre-election period. Therefore,
the appointments for the Committees are likely to be completed after the general election.
Members continue in the office until new appointments are made.
