I refer to your email of 21 March 2023, which was transferred to the Ministry of Foreign Affairs 
and Trade (the Ministry) on 11 April 2023 from the Office of the Prime Minister. Your original 
request as for: 
in 2021 the Government committed $1.3 billion over four years to support countries most 
vulnerable to the effects of climate change. 
Can I please understand where exactly this money has gone. 
A further request, Can I please understand all and any funds sent to any entity, 
organisation, country or Person for Climate change. 
 
On 21 April 2023, the Ministry contacted you to seek a better understanding of the scope of your 
request. On 22 April 2023, you came back with the following request, which has been responded 
to under the Official Information Act 1982 (OIA): 
 
My original request was directly in relation to the government in 2021 committing 1.3 
billion over four years to support countries most vulnerable to climate change. 
Timeframe for spending I would like to go back 10 years to 2013. 
All money internationally spent would be better suited to what I am after. Any money that 
this government has spent for any climate change support, research or anything else to do 
with climate change. 
I am not just after which country I am after the exact entity/person or organisation it has 
gone to. 
 
You were advised by the Ministry on 8 May 2023: 
Regarding your amended request, collating the data in scope since 2013 (10 years) would 
unreasonably interfere in the operational capacity of this agency, and its therefore likely 
that we will have to refuse your request under section 18(f), that the information cannot 
be made available without substantial collation or research. I note however that we have 
data relating to the $1.3b in climate aid from January 2022, which we understand to be 
the scope of your original query.  Are you happy for the Ministry to provide you with this 
information instead? 
 
We did not hear back from you regarding our email on 8 May. As the due date is today, we have 
refused your request under section 18(f) of the OIA, in that the information requested cannot be

made available without substantial collation or research. However, we invite you to submit a 
new narrowly focused request should you wish to do so.
