Callum Hawthorne (GWRC Environmental Protection Officer) and I inspected 1044 Coast Road,
Wainuiomata, Lower Hutt to investigate are report of unauthorised earthworks and to assess
compliance with the Resource Management Act 1991.
0930 Arrived on site and nocked on the door to the dwelling. No response was received.
0944 Notice of inspection #0560 left on door of dwelling before investigating the property further.

Various small stockpiles were observed throughout the property. Various ‘Friday Homes”
machinery also observed.
Further into the property a recently constructed earth platform was observed. Using the stride
method, I measured the platform as 39m x 13m. This equates to an area of approximately 500m2.
The platform height was approximately 0.5m with a smaller section being closer to 1.5m. Taking
the lower value gives the platform a volume of approximately 250m3.
The platform was approximately 15m from a nearby stream.
There was a recently constructed farm road or haul road running to the platform. This was
estimated to run for approximately 100m.
I utilised a drone to take photos of the area.

There were approximately half a dozen stockpiles of material on the platform. Soil, concrete, brick,
rebar, and a tire were observed.

Before leaving site, we met a man in a “Friday Homes” ute. I advised the purposed of our visit,
presented my warrant and gave them my business card. The man provided the contact details of
the property owner –
