“Please explain why much information on the subject of '15-20 minute cities' (eg. resilience 
cities) is found with NZ Government Ministries, Departments, Agencies, Local Councils, and 
International Affiliates; indicating an intention to adopt or impose strategic resilience plans 
in the form of '15-20 minute cities'; as shown at the following links:…” 
 
You shared numerous links to councils and other organisations’ websites, both from New Zealand 
and overseas. The best way for you to obtain additional information about those organisations and 
their views on 15-20 minute cities is for you to contact them directly. I am unable to provide this 
information to you. 
 
I am therefore refusing your request under Section 18(g) of the Act as the information requested is 
not held by the Ministry of Transport. 
 
You have the right to seek an investigation and review of this response by the Ombudsman, in 
accordance with section 28(3) of the Act. The relevant details can be found on the Ombudsman’s 
website www.ombudsman.parliament.nz.
