Purpose of the master planning
• To take a strategic approach to the solution of medium
and long-term issues identified by the 2021 Community
Safety Audit.
• To meld known issues, pending asset replacements and
growth considerations together to understand the
interdependencies of site wide solutions.
• To feed more detailed implementation/construction
project(s) in the 2024 LTP process
• To understand next steps

First phase – South end
The purpose of the first phase is to:
• Engage with the community:
– Safety Audit findings “check back in"
• Create a draft development plan for the South end
• Consult as required by the Reserves Act
• Finalise development plan for the South end
• Add construction/implementation costs into LTP

First Phase – Engagement objectives
The objectives of the engagement are to:
• Understand values, ambitions, feelings, connections, character and
usage of the beach
• Give all voices the opportunity to be heard
• Form constructive and trust-worthy relationships
• Sense check safety audit outcomes

The engagement seeks the following outcomes:
• Evidence and values to inform the design brief
• Community direction to inform the Reserve Management Plan review
(statutory requirement)
• Positive community feedback on engagement methods
