Information Request – Whangaparāoa and Silverdale coverage
I refer to your official information request dated 7 December 2022 asking for information relating
to incident response times and levy data for the Whangaparāoa and Silverdale areas. Please see
responses to your individual questions below.
1. Has FENZ undertaken a risk assessment regarding response times and resourcing to incidents
around the large and growing population on the Whangaparāoa peninsular in Manly, Gulf Harbour
and Army bay, particularly during weekday business hours? If so can this be released?
Fire and Emergency has not undertaken a formal risk assessment regarding response times in
Whangaparaoa Peninsula and Silverdale. However, we have located two business case style
documents and they are
enclosed. Please note, one document is watermarked as draft. While
these documents and the suggestions they contain were not approved or implemented by Fire and
Emergency, we consider they relate to the information you have asked for.
2. Can Manly volunteer fire brigade man during weekdays, if not there plans for a career fire crew to
be based there?
The Manly volunteer fire brigade is chal enged to respond during weekdays. A daytime response
to a weekday incident in Gulf Harbour/Army Bay would include appliances from Silverdale. There
is no current plan for a career crew to be based in Manly.
3. Is nearby Silverdale going to have a full-time career fire crew, I believe it's paid staff on weekdays
only on one appliance with a growing population in the Silverdale, Orewa and Mil dale areas.
There are no immediate plans to change the crewing model at the Silverdale Station. The current
staffing model is one Senior Station Officer and three firefighters on day shift 0700-1730 Monday-
Friday, not including public holidays. The volunteer appliance is also available during the Yellow
Watch hours.
4. How long would it take for three fire trucks to arrive on the scene of a working structure fire
incident in Gulf Harbour on a weekday during business hours?
When responding to most structure fire incidents, Fire and Emergency typical y responds two
appliances. For a structure fire in Gulf Harbour, the estimated appliance response times from
Silverdale is 18 minutes for the first responding appliance and 22 minutes for the second
appliance.
5. Does FENZ know how much in Fire and Emergency levies are col ected from the Whangapora,
Mil dale and Silverdale areas?
Fire and Emergency is funded by levy on fire insurance for certain types of property. We do not
collect data on the geographic location of the property and do not therefore have data on levies
collected for specific areas. The levy is used to fund Fire and Emergency as a national service and
as such the provision and levels of our services are not predicated on the amount of levy any given
geographical area may have contributed to Fire and Emergency’s total revenue. This part of your
request is declined under section 18(e) of the Official Information Act 1982, as the document
al eged to contain the information requested does not exist.
