Thank you for your email on 7 December 2022 asking for information which has been considered
under the Of icial Information Act 1982 (the Act).
As you may be aware a new government agency, Health New Zealand (Health NZ), was
established on 1 July 2022 pursuant to the Pae Ora (Healthy Futures) Act 2022. As such, the
functions previously under the former District Health Boards have transferred to Te Whatu Ora
Health New Zealand. As the matters you have raised now fall under the functions of Te Whatu
Ora, our agency wil respond to your request.
You asked:
“For the administering of each single Comirnaty dose, how much was paid to the following
health persons for each dose:
-Doctor
-Nurse
-Pharmacist
Were these amounts paid for each dosage with GST exclusive or GST inclusive?
Districts, formerly known as District Health Boards (DHBs), claim against the Ministry of Health (the
Ministry) for COVID-19 vaccination expenses. This wil often include claiming for services provided
themselves, payments made to other organisations (for example, for direct vaccine delivery
services) or for bulk funding to train or reach segments of the communtity and other associated
costs. These claims wil all be made on an invoice basis. Former DHBs can also commission on a
price per dose (PPD) basis and this funding is passed from the Ministry to former DHBs, and on to
service providers.
General practice clinics that provide primary care are paid to deliver the COVID-19 vaccine.
General practice clinics are funded in one of two ways, either through an indiviudal contract with
their former DHB or via PPD. PPD is the most common funding method.
There is a set PPD rate of $36.05 paid to participating primary care providers (including
pharmacies) during normal business hours, and a rate of $48.72 PPD outside of normal hours (i.e.,
between 8pm and 8am, and between 5pm Friday and 8am Monday, and including public holidays).
The cost of vaccinations is covered by central government, via the COVID-19 Response and
Recovery fund.
The amounts paid were inclusive of GST.
Kindly share the same payment amounts for in regards to PCR tests and RAT tests and
their GST status.
Payment amounts for a GP or Nurse to undertake a PCR test or supervised Rapid Antigen Test
(RAT) was $120.00. Payment amounts for Pharmacists to undertake a supervised RAT was
$45.00
