Thank you for your email of 15 September 2022, requesting the fol owing information under
the Official Information Act 1982 (the Act):
1. How many placement positions, if any, have been available to students studying
Bachelor of Nursing - Māori, Bachelor of Nursing – Pacific, and Bachelor of
Nursing a Te Pūkenga tertiary education institution annually over the past five
years?
2. How many students, if any, have attained a Bachelor of Nursing - Māori, Bachelor
of Nursing – Pacific, and Bachelor of Nursing degree a Te Pūkenga tertiary
education institution annually over the past five years?
3. What is the number of students, if any, who have undertaken a placement as part
of a Bachelor of Nursing - Māori, Bachelor of Nursing – Pacific, or Bachelor of
Nursing degree through a Te Pūkenga tertiary education institution, annually,
over the past five years?
Please note, your request has been numbered for clarity. As previously advised, we have
interpreted your request to relate only to Institutes of Technology and Polytechnics (ITPs)
which have transitioned as Te Pūkenga business divisions at the time your request was
received. These are Wintec, Toi Ohomai, and Weltec and Whitireia.
I have outlined the response for each Te Pūkenga business division below.

Toi Ohomai
Question 1
Please refer to the table below which details placement positions for nursing students over
the last five years. I have also provided the information below as context to the data:
All nursing students are required, by Nursing Council New Zealand, over the 3-year Bachelor
of Nursing programme, to complete clinical placements in four different areas of clinical
practice, these include:
a) Acute medical/surgical in a hospital setting
b) Mental health and addictions setting
c) Primary health care/community setting
d) Aged residential care setting
The majority of Toi Ohomai’s nursing students are based in Tauranga and Rotorua.
Typical y, we try to place our students on placement within close proximity to their home to
ensure they are not burdened with travel and accommodation costs, and to ensure they
have the support of their whanau while they are studying and on placement. This means
student nursing enrolments can be affected by the number of placement places Toi Ohomai
can secure in any given year in and around the Tauranga and Rotorua rohe.
Another placement factor that can affect our student nursing enrolment numbers are
shortages of placement places in particular areas of clinical placement settings. While some
areas are relatively easy to secure placement places for, others clinical placement settings
can be more difficult to secure in e.g. mental health and addictions; and the primary health
care/community-based settings. When we are restricted by placement places in these
particular clinical placement setting areas, this can affect our student nursing enrolment
numbers.
The numbers of “placement places not used” shown in the last column of the table below
result from several factors, but most commonly because some of the placement places are
in remote locations and not practical or even possible for our students to travel to so we are
unable to use them. Placement places are also sometimes not used because some of the
placement places offered to us at the beginning of the year are then later withdrawn by the
placement provider, perhaps because of staffing issues or other factors unknown to us.
Some of the placement settings are available for more than one type of placement, due to
their suitability in meeting clinical requirements e.g. a renal unit may also be used for
primary health care placement, or a complex care placement; or peri-op could be used for
acute placement or complex care placement.

Clinical placement is a complex process, balancing volume of students with placement
availability, in all the required clinical settings, to enable each student to complete their
Bachelor of Nursing programme. Toi Ohomai has a dedicated Clinical Placement Team of 3.0
FTE who work full time managing clinical placements to ensure the best outcome for our
ākonga, and our placement providers.

undertook a placement as part of attaining the degree. Please refer to the table above.
WelTec and Whitireia
Question 1
All placements available in the Wellington Region are available to all providers in the region,
including Victoria University of Wellington (VUW) and Massey University. Due to this, we are
unable to quantify how many placements are available specifically to Whitireia and for the
Bachelor of Nursing programmes it offers.
I am therefore refusing this part of your request under section 18(f) of the Act as the
information cannot be made available without substantial collation and research.

Wintec is unable to answer this question as it does not track the number of placements,
rather, it tracks that graduating students have completed the required number of
placement hours. I am therefore refusing these parts of your request under section 18(f) of
the Act as making the information available cannot be made available without substantial
collation and research.
However, we have provided some information below:
Number of placements
Coordination of Clinical Experience Placements
• At the commencement of every calendar year, we work with the local DHB (now Te
Whatu Ora) and community placement partners to develop and agreed placement
calendar based on anticipated enrolments. This calendar is revisited and revised
throughout the year based on actual student numbers and confirmed prior to each
round of clinical experience placements.
• A confirmed student enrolment in a module will mean that a clinical experience
placement wil have been sourced for them, regardless of whether they completed
the module.
Clinical placement hours
The Wintec Bachelor of Nursing has an expectation in Programme regulations that al
students will complete 1200 clinical placement hours as a part of their 3-year degree. This
figure is 100 more hours than is required by the Nursing Council for registration and so
allows for a buffer for any special situational occurrences.
Al graduating students wil have achieved the requisite number of hours required (1100) by
the NZ Nursing Council, and most have achieved 1200. The total placement hours for each

cohort itemised below have been calculated at 1200 per graduating student to give an
estimated total of clinical placement hours provided per cohort. Please note that in each
year we also source, facilitate and support clinical placement hours for students who leave
the programme before graduating.
