Thank you for your time this morning to discuss the introduction of digital driver licences (DDL). It was interesting to

discuss the impact of digital technology in the transport sector and how its envisaged that Waka Kotahi will use DIA
information to verify the information that Waka Kotahi holds, and use this information in line with the Digital
Identity Trust Framework.

As discussed, currently the Land Transport Act and Driver Licensing Rule prescribe the form and format that driver
licences must have, and other requirements such as the need to surrender a driver licence in certain circumstances.
There could also be greater clarity in our legislation between the driver licence (being the electronic record that

authorises an individual to drive) and the driver licence card (being the evidence of this authorisation to drive).

Following our meeting, Out of Scope and I will: the
-  reach out to our operational policy team to explore whether there are possible operational fixes that we can
use to recognise DDL

-  touch base with legal to discuss what legislative changes may be required to recognise DDL

-  provide the Digital Team with a document detailing what the current legislative requirements are that will likely
need to be amended to support the introduction of DDL and outlining any information that we need from the
Digital Team.

As mentioned in our last meeting, we are in the process of drafting a recommendation memo for regulatory services
senior management (and at their discretion the wider organisation), giving an overview of what legislative change is
likely needed and likely a recommended approach to enabling DDLs and the consumer hub.

In this email, I’ve listed the features that a (physical) driver licence must have to verify and protect licence integrity
according to the Land Transport Driver Licensing Rule 1999 clause 62. I’ve also listed what information a (physical)
driver licence must have according to clause 63 of the same Rule.
We note the some of the features and information requirements for a DDL may be different from the legal

requirements for a physical DL. For example, a DDL might not have a barcode, however it may show the real time
status of the licence e.g. revoked, suspended, etc. which wouldn’t be displayed on the physical driver licence. The
features and information a driver licence must have are listed below:

62 Features to verify and protect licence integrity
A driver licence (other than a temporary driver licence) must have the following features for the purposes of

  What policy work has been to date? We would want to understand carefully the rationale for this change
and why this should be prioritised.

We are living in the digital age where New Zealanders’ expectations of digital services from government agencies
are continually increasing. The immediate focus of the digital strategy of Waka Kotahi is to build and strengthen the

foundations that we will need for our digital future. ELT has prioritised the areas of our digital future that are of
most interest – one of those being a Digital Hub.

It is intended that the Digital Hub will be a single digital platform for consumer interactions and engagement. The
aim is that it will be a one stop shop that allows users secure access to a consumer’s digital credentials issued by
Waka Kotahi, provide access to a range of Waka Kotahi services, and allow consumers the capability to pay for
services and other products electronically.

The Digital Strategy Plan identifies driving history and status, payments (NTS, tolling, infringement), and motor
vehicle status and history as included features. It is also anticipated that functionality will extend to land transport
documents and credentials issued by Waka Kotahi (such as digital driver licences).

Our hypothesis is if we build a series of digital features that are highly useful and engaging for New Zealanders, we
will have the ability to engage directly with them for modal shift, safety and climate messages. A digital driver

licence is a foundational feature for the Hub because New Zealanders under 30 use their driver licence frequently to
prove their age.

Currently, Out of Scope and I are in the process of drafting a recommendation memo for regulatory services senior

MVP potentially ready to launch early next year – can you confirm your timelines? If I have got this wrong, it
would be good to understand if this work is funded and what the timeline will be.

The Digital Team is in the development process. It is intended that there will be a MVP ready to launch next year,
although at this stage we are unable to give a specific timeline. We can say that it is intended that the functions that

the Digital Hub offers will be rolled out over time. For example, users may be able to download the Digital Hub to
receive electronic notices and renew their driver licence and vehicle registration, before we launch the digital driver
licence function.
