Thank you for your email of 15 September 2022 requesting information relating to your 
previous Of icial Information Act 1982 (OIA) request, reference OIA22-0678. Your new 
request has been considered under the OIA, reference OIA22-0749. 
 
You requested the following:  
 
Who did the ministry need to consult with, why is that consultation necessary and 
why is it not possible for the consultation to be completed and the information 
provided within the standard 20 working day time limit? 
 
On 18 August 2022, you requested any pleadings, interlocutory applications, either filed by, 
or served on the Minister of Agriculture, or the National Animal Welfare Advisory Commit ee 
(NAWAC), relating to rodeo events, as noted in the following news article:

against-the-government-for-their-failure-to-ban-rodeo.htm. The reference number for your 
previous request is OIA22-0678.  
 
On 15 September 2022, the Ministry for Primary Industries (MPI) advised you that we are 
extending the timeframe to respond to OIA22-0678, pursuant to section 15A(1)(b) of the OIA, 
as the documents you are seeking involve information provided to MPI by external 
organisations. 
 
The OIA requires a decision on a request for official information to be made and 
communicated as soon as reasonably practicable and within 20 working days of receiving 
the request. However, this period can be extended in certain circumstances, including where 
consultations necessary to make a decision on the request are such that a proper response 
to the request cannot reasonably be made within the original time limit; section 15A(1)(b) of 
the OIA.  
 
The organisations that we are consulting with are: Crown Law and NAWAC, and (via Crown 
Law) the New Zealand Animal Law Association and SAFE, and New Zealand Rodeo 
Cowboys Association.  
 
As advised on 15 September 2022, MPI wil  respond to your request by 14 October 2022. 
However, due to consultation with external organisations on the information in scope of 
OIA22-0678, we are unable to respond to your previous request by this date. We endeavour 
to respond to OIA22-0678 as soon as possible and apologise for any inconvenience the 
delay may have caused you.
