Information Request – Fleet Information.
I refer to your official information request dated 29 July 2022 asking for the following information
relating to Fire and Emergency vehicles:
• Registration Number
• Make
• Model
• Year
• Current Callsign
• Current Station
• Current appliance type/designation (e.g. Pump, Aerial, Tanker)
• Current/Latest Mileage
• Current/Latest Pump or Engine Hours (if applicable for that vehicle type)
• Year of purchase or acquisition by FENZ
• Date of last scheduled service
• Date of last unscheduled service (in the case of a breakdown or failure)
On 2 August 2022 we emailed advising that collating the information regarding current mileage
and pump or engine hours would largely be a manual process and may be declined based on
substantial collation or research. We have attempted to seek amendment to your request to
enable us to meet it.
You responded, noting that you wanted the readily available information, and asked that we “then
provide an updated response once the remaining information is collated.”
On 18 August 2022, we suggested we could provide hubometer readings as an alternative. On 18
August 2022 you agreed to receiving the hubometer readings. However, you said that for all other
vehicles a mileage reading would be required. Further you stated that “I still require, where
applicable, engine operation hours as fire appliances often run for hours at an incident without
moving.”
A spreadsheet containing most of the information you have requested is enclosed. Included is
mileage information we have identified in our fuel database as well as the date of these odometer
readings which we believe may satisfy your request. We are unable to confirm the accuracy of this
information as it is entered as part of a payment process for some fuel suppliers and in some
instances a token amount is entered (for example 0 or 9999).
As we explained, it is not possible for us to provide the current mileage and engine hours for each
of the vehicles (even the reduced number) without a manual collation process. Given there are
many appliances spread around New Zealand, this would require substantial research and
collation, and present numerous logistical challenges. We would need to employ a contractor to
undertake this work as we do not have resources to complete such a large task while completing
other business.
Accordingly, for the reasons outlined above, it is likely we will have to refuse your request for
milage and current pump or engine hours under section 18(f) of the Official Information Act 1982
(OIA). However, if you wish to consider paying a charge to assist with the costs of responding to
your request, please let us know. We will then estimate the costs involved. Please advise urgently
if you want to more information about the costs.
In relation to your request for the date of the last unscheduled service, our invoices contain a list
of repairs and a date of invoice but the date the work was done is generally not recorded.
Consequently, this aspect of your request is declined under section 18(g) of the OIA as this
information is not held by Fire and Emergency.
You have the right to seek an investigation and review by the Ombudsman of this decision.
