Official information request relating Parking Enforcement Enquiries
I refer to your official information request dated 21 July 2022.
The information you have requested is enclosed. The questions you specified have been included as
numbered headings in bold below, with our response following each heading.
1. Whether the Porirua City Council hire a private parking enforcement company, if not what
Council department manages parking enforcement.
We do not. Our parking and bylaws team manages parking enforcement.
2. How many parking wardens PCC employ.
Three Parking Officers and two Parking & Bylaws officers.
3. The salaries and salary bands of all staff who are involved in parking enforcement. This
includes parking wardens and PCC office staff who manage/assist in parking enforcement.
The salary range for all staff is $50,265 – $90,640.
4. The length of service of PCC parking warden officer: 451. Their specific salary. The total
number of infringement notices they have given over their length of service.
Officer 451 has been with the Council for less than 12 months. They have issued 596 infringements
and 379 warnings. We are withholding the officer’s salary information under section 7(2)(a) of
LGOIMA for privacy reasons.
5. The revenue for the PCC in parking infringements for the last three (3) years, broken down
into subcategories in a searchable format. (e.g displayed in table)

8. The fees-structure for all PCC parking infringements.
Infringement fine amounts are set by New Zealand legislation not by the Council. They are outlined
at the following link under the
Land Transport (Offences and Penalties) Regulations 1999.
9. A list of all equipment used by PCC parking wardens to monitor vehicles in Porirua car parks.

12. Can the “Meter / Park #:” section of a PCC parking infringement be left blank and remain
enforceable according to PCC parking enforcement policies.
Yes. It is classed as additional information.
13. What does ‘Dist from Sign’ mean on a PCC parking infringement and how is this measured
(units used e.g cm or m, and measuring device used)
It means distance from the sign to the vehicle that caused a signed related offence (eg. breach of
time restriction). It is measured in meters based on an estimate (e.g. 3m for one angle park and 5m
for one parallel park). It is supplementary information and may be stated on the notice.
14. Why the recipient of a PCC parking infringement notice is not entitled to make oral
submissions to the court.
Anyone can request a court hearing where they can make an oral submission in court.
15. PCC parking enforcement policies / standard operating procedures
The parking wardens are authorised by Section 128D of the Land Transport Act 1998 to exercise all
or any of the powers and duties conferred by that Act, the Land Transport (Offences and Penalties)
Regulations 1999 and the Porirua City Council General Bylaw 1991.
