Purpose
To deliver a Report that satisfies the Terms of Reference (ToR) for the RRIP 2022 and meets
organisational objectives.

1) Conduct or commission robust research to address the various topics in the ToR
2) Reflect the organisation’s commitment to Te Tiriti in the research and report

Background
Under the New Zealand Superannuation and Retirement Income Act 2001, the Retirement
Commissioner is required to ‘review the retirement income policies being implemented by the

Government and to report to the Minister by 31 December 2007 and at 3-yearly intervals thereafter’
and the review ‘must address the aspects of retirement income policy required to be addressed by
the notice relating to that review and the report must discuss the topics required to be discussed by
that notice.’ Although there is no legislative requirement, the Report contains Recommendations to
the Minister, and there is no legislative restriction on the Retirement Commissioner also reporting
on matters not included in the ToR.

Terms of Reference
Released
The ToR will be issued by the Minister of Commerce and Consumer Affairs (Hon Dr David Clark) by
the end of this year (December 2021).
To assist his officials at MBIE in preparing the ToR, the Retirement Commissioner provided the
Minister with a draft ToR, informed by our institutional knowledge and discussions at the Older
Persons’ Forum webinars. Discussions are ongoing with MBIE about the ToR as they develop. We
understand the final ToR are not expected to change from the final draft ToR as shared with
Ministerial colleagues.

Stakeholders
The Minister (and his Ministerial colleagues) are the primary stakeholders. Other key stakeholders
include officials (MBIE, MSD, Treasury, HUD), commentators, academia, and the public.
A draft public engagement plan was prepared –
here. With the help of the Director, Stakeholder
Relations, and reflecting discussions with MBIE regarding the ToR development, we now recognise
three audience groups (government, national strategy partners, public) and have identified two key
objectives for communications during the Review (whiteboard planning -
here):
• To move NZS discussions from expenditure to value
• To promote building a better retirement
