Dear Harry,
I refer to your correspondence of 25 July 2022 to the Department of Prime Minister and
Cabinet (DPMC), requesting, under the Official Information Act 1982 (the Act), the following
information:
“Al documents and Cabinet papers mentioning Whangarei in relation to
infrastructure and health funding decisions from the date beginning October
2017.”
On 24 August 2022, DPMC transferred this request to my office for partial response, where
this relates to items within my portfolios. I am aware that other ministers and agencies have
already received a transfer from the Cabinet Office of this same request, where it relates to
their portfolios or functions.
The following papers were identified by DPMC as possibly meeting the requirements of your
request. Following a review of this information, I have determined that these papers are not
in scope of your request. However, these papers have been proactively released and you
can view them via the corresponding links if you wish:

The final paper which DPMC suggested may be in scope was “Agritech Industry
Transformation Plan: Progressing the Horticulture Technology Catalyst [13/04/2022]”. This
paper has been deemed as not in scope, as there was no mention in the paper of Whangārei
in relation to infrastructure and health funding decisions.
Due to the refinements of your request and its earlier wording, I have interpreted the scope
of your request for “all documents” as referring to Cabinet papers and minutes.

I can confirm that there are no Cabinet papers or minutes that would fall within the scope of
your request. I am therefore refusing your request under section 18(e) of the Act, as the
information does not exist.
