Tātai Heke Māori, Tamahau Rowe, welcomed the members and discussed the agenda.
2 Strategic Plan update
Background and Discussion:
Tamahau Rowe, Tātai Heke Māori, gave an update on the Strategic Plan.
Tamahau emphasised that the Teaching Council has a statutory responsibility to consult on the
strategic plan. Current plan covers 2019-2024. New strategic plan has to be tabled and sent to
Parliament by 1 July 2022.
The strategic plan should be driven into the business plan, allocated specific money and resource.
Tamahau emphasised that the PESG had until 30 June final date to come up with four goals and look at
the priorities to add to that, it will cover the next two years.
Jo Scott noted that the consultation period will be May/June, so the goals from PESG will need to be
identified ideally before the document goes out for consultation, or otherwise in the consultation
period.
Decision:
Dagmar stated that the preference for the hui on strategic goals would be to have them face to face.

3 Review of language competency policy
Background and Discussion:
Jo Scott, Lead Analyst – Policy & Implementation, gave an overview of the language competency policy.
Jo shared her screen with the presentation.
Jo spoke about the Review of language competency policy, stating that the current focus for the policy
reflected Government priorities for English and Māori Medium education pathways.
However, an amendment to the ETA 2020, expected to be implemented mid-2022 will clarify that the
Council has a mandate to regulate teaching in any medium. This provides an opportunity to amend the
policy to further support Pacific pathways into teaching – although the policy must also have the
flexibility for any language group.
Ministry of Pacific peoples were developing a Pacific languages strategy which will provide a strong
framework for the education sector in terms of Pacific medium education pathways and a Pacific
education workforce.
Alexandra from MoE gave an update on Pacific bilingual and immersion policy development
• Alexandra stated the work would be done in 4 phases.
• Specific targeted engagement working with communities - covid dependant
• More information would be available in April 2022
• Work would be guided by communities and sector – target engagement work would be carried
out
Jo talked to the policy review timeline and that this work is part of a joint work programme with with the
Ministry.
Jo defined the term ‘Scopes of practice’. The term for people who might have specialised skills and
expertise, for example – language skills. Work is planned in parallel with this policy review to explore
whether scopes of practice would be a useful option to support Pacific pathways into teaching.
Mose Pio (manager, Registration) noted that with models like Employment Based Initial Teacher
Education (EBITE) available, this could be an area that ITE providers and Pacific communities explore as
another option for supporting Pacific pathways into teaching – and this might be of particular interest to
Pacific ECE service providers.
Jo posed questions to the members around engagement with communities and the role of this group
around the project.

The group discussed the questions and noted the following answers
• It will be important to connect and engage with those who are already working in Pacific
bilingual and immersion education to invite their participation and insights/expertise.
• MPP, MoE will have good information about networks, and encouraging to see the different
initiaiitves that are being worked on together.
• Universities and Institutes of Technology/Polytechnics (ITPs) need to be included in the
engagement and communication and to highlight the responsibilities of each institution in
supporting Pacific people’s entry into programmes – especially (in this case) Initial Teacher
Education.
• It would be helpful to have more specific information about the parameters of the project, so
that the group can give further focused advice. May need research commissioned.
• not all the schools in Auckland are diverse and teach Pacific languages. Also, universities have
not gotten much traction in terms of supporting Pacific languages acquisition. Pacific pathways
and building strategies are long term goals.

4 Meeting Review & Close with Karakia
It was noted that there was a lot of work to do with the ministry, research would have to be continued.
The Project plan and the engagement part was critical. A Comms plan around engagement would be
shared
