The investigation into this incident is still in-progress. Consultations with external agencies confirm at 
this early stage, it is premature to assess whether the SMS Incident Report will be source material into 
this investigation. Therefore, its release could likely prejudice the maintenance of the law. 
Consequently, the SMS Incident Report is therefore withheld in ful  under section 6(c) of the OIA. You 
can make a further request for the report and we can consider your request when you make it.
