Okay, sounds good. I’m not sure if I can get you over the line with Council funding until the Proposed District Plan is notified and we know there are no submissions in opposition. Council funding available is not huge anyway. However, you are most likely to get funding from the government’s Heritage EQUIP Fund now because the apartments have a listing with Heritage New Zealand. The government is very keen to fund in the regions. They recently gave a building here in the CBD 200K. I think you might also be eligible funding from Heritage New Zealand’s fund. Ideally you would apply to as many sources as you can. But yes, we can talk more once you know more.

In general the rules are:

· The exterior of the building will be regulated, not the interior.

· You can maintain and repair the exterior as a permitted activity without resource consent but if you alter or add on to the exterior then you will trigger a resource consent (Council wants to make sure you aren’t destroying the integrity of the apartments).

· Erection of a building or structure on the same site will trigger resource consent (Council wants to make sure anything new doesn’t detract from the apartments).

· Subdivision will trigger resource consent (Council wants to make sure that if the land is subdivided a new building or structure isn’t built too close so that it destroys the integrity of the apartments).

· Total or partial demolition or removal will trigger resource consent.

Resource consent fees are waived for applications involving heritage buildings. There are also funding sources (including Council) I can put you in touch with if you want to carry out work on the building.

The rules won’t take effect until the Proposed District Plan is publicly notified (ETA July this year). A submission process then takes place. You or any member of the public may make a submission in support or opposition to the listing. I don’t anticipate receiving any submissions in opposition.

Submissions can also be made on the content of the rules (or any part of the Proposed District Plan). One rule I’m trying to draft at the moment and get included in the Proposed District Plan is to do with the addition of attachments like aerials, air conditioning units, antennas, fibre cables, etc. This issue is not addressed in our current plan. Several landowners have raised it over the last couple of years, including Robert Shaw. At present I’m proposing to deal with it through the additions and alterations rule. It would be good if you could pay particular attention to this rule (if it is included) when the Proposed District Plan is notified and make a submission if you think it is not workable, since it has been raised as an issue for the apartments. It’s a bit of a fine line – Council wants to support progress, e.g. fibre, and modern living, e.g. air conditioning, but it also wants to protect heritage values.
