Thank you for arranging for Michael Kelly, Russell Murray and I to be shown around the Devonport Flats on Monday. We enjoyed it immensely. It’s amazing how diverse the apartments are once you get inside.
I will be in touch in due course to advise if the Council will include the flats as a Category A heritage building in the New Plymouth District Plan that is due to be released in the middle of next year.
On the day we talked about funding. The two funds available are the Council’s Heritage Protection Fund (you might get funding now given the flats are a Category B but your chances will be greater if they become a Category A and you are likely to receive a greater amount) and the Ministry of Culture and Heritage’s Heritage EQUIP fund (you can apply to this now given the flats are already a Category 2 on the Heritage New Zealand Pouhere Taonga List).

I’m happy to talk in more detail regarding funding and I would suggest that you apply to both at the same time – applications are generally stronger if you are applying to multiple agencies.
Michael and Russell have also sent through some heritage advice. This is attached. Please note that they say that you should apply to the Council for at least part of the funding for a conservation plan. Unfortunately the Council does not grant funding for conservation plans. The Council prefers to grant funding for actual works.
