Thank you for your request under the Official Information Act 1982 (the Act), which was received by
Capital & Coast District Health Board (CCDHB) on 31 May 2022.
You requested the following information:
1. has a quarterly parking review been done this year?
2. if not, why not?
3 if yes, please share the outcomes of the review including but not limited to occupancy rates for
'all parking zone levels', next review dates, and upcoming price reductions.
4. Profits from the price hike was intended to be directed back into parking and Travel
initiatives. How has this been achieved so far?

Yes a quarterly review was conducted in April 2022.
2. If not why not?
As stated above a review was completed in April 2022.

The review outlined average utilisation rate of 88.7% Utilisation across the campus. This is
1.3% below the target utilisation rate.

There were 557 staff on the waitlist for permits as at 31 March 2022. Additional permits are
being released as utilisation remains below the target.
The next review will take place in July 2022 and review utilisation throughout April, May
and June 2022.
There are no upcoming price reductions planned

Profits from the price hike was intended to be directed back into parking and travel initiatives. How
has this been achieved so far?
Additional revenue from parking is collected prior to expenditure to ensure that the Travel
Action Plan (TAP) does not require investment from baseline health funding. The CCDHB
Capital Committee has approved $57,169 in funding for additional bike parking at
Wellington Regional Hospital as part of the Travel Action Plan, which is due to come online
in July 2022.
At the time of writing, parking revenue has also funded circa $60,000 to complete a
comprehensive Crime Prevention Through Environmental Design (CPTED) review of the
campus. This is a two part project. Part one identified key areas of safety concerns/issues
throughout the campus. The second part which is currently still underway will provide
CCDHB with a plan outlining the actions that need to be taken to address the safety issues
identified across campus and the recommended approach to completing these. Most of
these will come at a cost to the DHB and it is expected parking revenue will be used to fund
it in part.
CCDHB are also currently working with Greater Wellington Regional Council to source a
technology solution to help staff manage car-pooling in an easy and user friendly way.
Note that CCDHB are also in the process of recruiting a Travel Planner which will be a key
role in the further implementation of TAP initiatives and other travel initiatives.
CCDHB are actively working with the council to improve the bus timetables and have
already had extra services added at times that suit CCDHB shift workers.
An express bus has been introduced between Wellington Railway station and Wellington
Regional Hospital.

Over the last 6 months CCDHB has undertaken stage 1 of a 2 stage feasibility study for an
on-site multi-level parking building. Stage 1 of feasibility is now complete and Stage 2 is
planned to commence later in 2022 pending further decision.
Parking policy has also been reviewed. The new 2DHB Needs based parking policy was
announced to staff in September 2021 and will be implemented in September 2022.
Additional personnel will be required to manage the implementation.
Further initiatives are planned to be implemented over the next 3 years (refer appendix 1 below for a
list of initiatives including some that will be funded through parking revenue).
