I refer to your request of 18 May 2022, under the Official Information Act 1982 (OIA), for a 
copy of the HQJFNZ Pacific Campaign Plan. 
This is a current, classified document, which provides planning guidance for all New Zealand 
Defence Force military operations in the Pacific Region. It includes information provided by 
and relating to other nations, and other New Zealand Government bodies. It is therefore 
withheld, in full, in accordance with sections 6(a), 6(b)(i) and 9(2)(ba)(i) of the OIA. These 
sections apply, respectively, where making the information available would likely prejudice 
the security or defence of New Zealand or the international relations of the Government of 
New Zealand; where making the information available would likely prejudice the entrusting 
of information to the Government of New Zealand on a basis of confidence by the 
Government of New Zealand or agency of such a Government; and to protect information 
which is subject to an obligation of confidence, where making it available would likely 
prejudice the supply of similar information. 
You have the right, under section 28(3) of the OIA, to ask an Ombudsman to review this 
response to your request.
