Apologies for any confusion.  When we did the algorithm assessment report, Customs were the
agency who spoke most about the need to balance transparency with security concerns, based
on the intelligence led nature of much of their business.  We never really got into specific details
(beyond the algorithms they submitted for the review). 
When I last spoke to them they were about to publish some work they’d done on the Darknet,
which is now online here: https://www.customs.govt.nz/about-us/your-information/customs-
information/joint-border-analytics/
My main contact at JBA has been their Chief Data Scientist, Robert Harrison.  You can reach him

I hope you’re both well.  Following our conversation on Friday I felt it might be helpful to send
through some material we discussed.  This includes:
Two papers prepared for the Data Ethics Advisory Group looking at principles and
frameworks for data with a follow up paper focussed on the UK’s NSDEC
An aide memoire we recently sent our Minister summarising progress on lifting data
ethics in the government analytics workforce.

My colleague 
was in touch with Travis – who I believe has access to these emails – earlier

this week about setting up a discussion between him and the two of us – we’re the knowledge
management and data strategy team at NZSIS, and are doing some work here to define a more
explicit data ethics framework for our agency.
