I know it may be too late now, but for your awareness, this is the context I got from one of our
staff who attended the meeting.

They only verbally mentioned it to us. We asked for a copy of it at the time but it sounds like
maybe it was an NZ Customs paper not owned by stats? And they didn’t allow us access to it.

We also thought the most likely explanation would be a misunderstanding/mis-recording
of what was discussed. We'll likely explain this to the requestor if you can't find any more
info on your end. 
And yes, absolutely - if any communications with NZSIS are to be released we will get your
review/approval prior to release

I will ask the team here whether they know anything about this document, but unfortunately the
employee who was leading this work has now left our agency so I won’t be able to ask him. From
the wording of our ROM it sounds like NZSIS staff hadn’t seen the document, so maybe they
misinterpreted what was said?
I would say if Stats NZ don’t know anything about it then the likely explanation is that we
misunderstood or mis-recorded what was discussed. You could always explain to the requestor
that the document referencing it is NZSIS’s Record of Meeting, and was not consulted with Stats
NZ when produced, so you wouldn’t have noticed if there was an error in the ROM.
As an aside, if you are proposing to release any emails/communications with NZSIS, could we



please see copies prior to release?

Stats NZ and Customs are currently working on a substantial OIA from the NZ Council for Civil
Liberties. Firstly, apologies if this email is a duplicate - I've had some issues with Outlook this
afternoon so am unsure if this has already reached you. 
The current request is asking for an extensive amount of email communication between Stats
NZ, Customs, and NZSIS. We understand this request is in response to a previous request,
wherein they requested a particular Stats NZ + Customs document: a "discussion paper
regarding the dimensions of security vs transparency".
That previous request was declined as we determined the document did not exist - neither Stats
NZ nor Customs had any record, copy, or mention of the document. 
The document was referenced in a separate document (meeting minutes), released as part of
yet another request, to NZSIS. We are a bit puzzled about that reference, given we can find no
record of it. 
I'm therefore reaching out to see if you have any knowledge of that discussion document,
referenced in the meeting minutes. Any info would be very much appreciated.
I realise this is a pretty convoluted/confusing situation, so am very happy to chat if you need
some clarification!
